EVALUATION CRITERIA FOR AWARD
SOLICITATION: FA8203-25-Q-0009
This solicitation is a 100% small business set aside. For purposes of award, offers will be evaluated based on the Lowest Price Technically Acceptable (LPTA).
Factor 1 - Price The “Unit Price” for “CLIN 0001 – Production” will be evaluated as the Total Evaluated Price (TEP).
Note, this DOES NOT include the extended price (i.e. unit price x quantity) – only the “Unit Price” for “CLIN 0001 – Production”. This is necessary to ensure integrity, balance and fairness in the competition considering some offerors may be required to complete a First Article and other offerors may have a First Article waiver approved. This process will neither penalize or favor a proposal based on whether a First Article is required or waived because ALL offerors are required to complete the “CLIN 0001 – Production” requirements. Therefore, the lowest “Unit Price” for “CLIN 0001 – Production” is determined to represent the best value to the Government. An example of the TEP evaluation is provided below for reference.

Note: In the event the priority of the basic award and/or option(s) is upgraded to a MICAP post-award, the Government may require the delivery schedule to be expedited. The expedited delivery schedule and any resulting price increase will be negotiated and established via a bi-lateral contract modification.
Factor 2 – Technical Acceptability Technical Acceptability will consist of three subfactors – (a) Approved Source, (b) Required Delivery Schedule
(a) Subfactor 1 - Approved Source:
Technical Acceptability will be evaluated by the offeror being listed as an approved source. This part requires engineering source approval by the design control activity in order to maintain the quality of the part. List of approved source(s) is provided below.

Alternate sources shall refer to the attached “Manufacturing Qualification Requirements (MQR)” for procedures that must be satisfied to become an approved source for this requirement. Award of the subject solicitation MAY NOT BE DELAYED due to alternate sources notifying the appropriate government contracting office of intent to qualify as an approved source for this requirement.
(b) Subfactor 2 - Required Delivery Schedule:
Technical Acceptability will be evaluated by the offeror submitting as part of their proposal a delivery schedule for the basic award (and options if applicable) that is “on or before the required delivery schedule” identified in the “Schedule” (i.e. CLINs) of the solicitation.
(c) Subfactor 3 –Subcontracting Plan:
Technical Acceptability, in the event the offeror is considered a large business, will be evaluated by the offeror submitting as part of their proposal a Subcontracting Plan that is deemed acceptable. The Government Contracting Officer (CO) will evaluate the plan for adequacy IAW FAR and DFAR requirements. The Subcontracting Plan will be incorporated into the resulting contract upon award.
