About this file

This document outlines testing criteria and requirements for samples of rubber strip stock and preforms to be submitted in response to solicitation number W911RQ24R0001 for rubber strip stock and preforms for fiscal year 2024 issued by the Department of the Army Materiel Command Contracting Command Detroit Arsenal. Interested firms must submit 500 pounds each of samples for four types of rubber strip stock and 15 pieces each of two types of preformed rubber blocks by the proposal receipt date. Samples will undergo testing at the Red River Army Depot to specified criteria for properties such as hardness, tensile strength, elongation and ozone and low temperature resistance. Firms must provide internal test results for comparison. Successful bidders will be required to ship production quantities using refrigerated trucks.

EVALUATION – TEST SAMPLES

TEST SAMPLES

STRIP STOCK RUBBER MATERIALS 0235, 0149, 0149 MASTERBATCH & 0135:

Interested Firms shall submit sample rubber for testing as listed below. Samples shall be received at, or prior to, the date and time set for receipt of proposals. Testing shall conform to the test protocol listed below and the requirements of the MIL-DTL-3100H REV J and MIL-DTL-11891H(AT) REV J specifications.

Test Quantities:

0235/NSN 264000X020235 – 500 pounds
0149/NSN 264000X9700149 – 500 pounds
0149 (Master Batch)/NSN 00X010262:67101 – 50 pounds
0135/NSN 264000X960135 – 150 pounds

Strip Stock Die Size:

0235: 3” +/- 4/32” wide X 3/8” +/- 2/32” thick
0149: 2 1/2” +/- 4/32” wide X 3/8” +/- 2/32” thick
0149 (Master Batch): 2 1/2” +/- 4/32” wide X 3/8” +/- 2/32” thick
0135: 1 1/2” +/- 4/32” wide X 3/8” +/- 2/32” thick

Firms submitting samples for testing shall include their internal laboratory analytical testing results. This data will be compared with Red River Army Depot (RRAD) test results to ensure accuracy. Cure time and temperature used by RRAD for the 0235 compound is 60 minutes at 280 F. All other strip stock compounds are cured for 8 minutes at 340 F.

Samples shall be sent to Building 493 (Laboratory), ATTN: Jamie Pope, Red River Army Depot and clearly marked as First Article Test (FAT) Samples with the solicitation number. Prior to shipment of the sample rubber the vendor shall contact the Contracting Specialist, Mr. Travis Peterson (travis.n.peterson2.civ@mail.mil) and provide a shipment date to insure proper receipt.

Standard commercial shipping is desired. Containers used shall be suitable for handling by forklift and be constructed to protect the contents against damage during shipment. The strips shall be coated with zinc stearate, or equivalent, to prevent adhesion between layers. Upon award of a delivery order, all shipments shall be delivered using a refrigerated truck.

If a Potential Rubber Supplier receives a waiver exempting them from having to submit test samples has the lowest evaluated price for any of the materials, the Government reserves the right to not conduct testing on any of the other potential supplier test samples. If a potential supplier does not have a waiver from testing is the low offer, the Government will conduct testing on that potential suppliers test samples.

For the Potential Rubber Supplier who submits samples that are not tested, they may request the samples be returned at no additional cost to the Government. The Potential Rubber Supplier will be responsible for coordinating and paying for all shipping costs associated with returning the test samples.
