About this file
This is an Evaluation Team and Contract Information document for Pierce County Planning & Public Works Department in Washington State regarding on-call land surveying services. The County issued Request for Qualifications (RFQ) 2026-RFQ-033 seeking a professional land surveyor and/or land surveying firm licensed in Washington State to provide comprehensive survey services on an as-needed basis, including boundary surveys, topographic surveys, GNSS control surveys, construction staking, utility location and research, wetland boundary surveys, bathymetric surveys, easement and right-of-way surveys, and as-built surveys. The question deadline is April 3, 2026, at 4:00 pm, with proposals due by 1:00 pm on April 8, 2026. The evaluation will be conducted in two phases, with Phase 1 assessing presentations (5 points), qualifications and experience of the firm and key individuals (40 points), capacity and availability (20 points), approach to work and compliance (25 points), and references (10 points), while Phase 2 may include pass/fail interviews. All submissions must be made electronically through Pierce County's eProcurement Portal. The initial contract period is anticipated for 12 months with the County holding an option to renew for an additional four years, for a maximum total contract term of five years, with work assigned through written work assignments on an as-needed basis with no guarantee of quantity or amount of services purchased.
The initial estimated contract value is $250,000, with compensation structured on a time-and-materials basis using County-approved hourly rates for direct labor costs plus overhead allowance and professional fee percentages. The evaluation team includes Mary Krauser, Dennis Dixon, Richard Dickman, and Terry Milstid. The current agreements under the previous solicitation (RFQ 21-048) are scheduled to expire in July 2026, and the County anticipates awarding one contract to replace that incumbent arrangement with a master services agreement. Contractors must carry Commercial General Liability insurance of at least $1,000,000 per occurrence, Professional Liability (Errors and Omissions) of $1,000,000 per claim and $2,000,000 aggregate, and Automobile Liability of $1,000,000 per accident, and must comply with prevailing wage requirements under RCW 39.12 when applicable. Deliverables must include final reports with scale drawings, digital plans in Autodesk Civil 3D 2014 compatible format, field notes, and adjusted coordinates for all monuments and benchmarks, all complying with Pierce County Ordinance 2012-36s standards and utilizing NAD 83 adjustment 2011 coordinates translated to Washington State Plane South Zone.
