About this file

This is an Evaluation Score Card for the Massachusetts Department of Fire Services' Request for Response (RFR) for Digital Energy Management Systems Services (RFR #DFS-EnergyManagement-2026). The evaluation document establishes the criteria and scoring methodology for assessing bidder proposals to provide digital energy management system services, including preventative maintenance, programming, remote access, mechanical repairs, upgrades, parts supply, consulting services, and training. The RFR covers services at two campus locations: Stow and Springfield. Bidders must meet eligibility requirements including submission of a Business Reference Form, sample maintenance report, company profile documenting years of service, technician licenses and certifications (specifically Tridium Niagara AX front-end certification), Prompt Payment Discount Form, Contractor Authorized Signatory Form, and Certificate of Non-Collusion.

The evaluation criteria are weighted as follows: References and Qualifications (weighted x3) assesses business references and years of experience with specific systems including Tridium Niagara, Reliable Controls, Johnson Controls, and KMC Controls; Pricing (weighted x3) evaluates hourly rates for remote access, repairs/services, emergency services, and consultation services, as well as flat-rate fees for semi-annual preventative maintenance at both campuses; Warranty Periods (weighted x1) examines warranty coverage on parts and repairs; Response Times (weighted x1) measures emergency response capabilities during and after business hours at both locations; and a SBPP preference for Commonwealth of Massachusetts certified Small Business Purchasing Program participants. The evaluation scorecard totals 126 points maximum. Evaluators are instructed to score responses on a 0–3 scale based on whether respondents fail to address criteria, provide poor discussion, demonstrate clear understanding, or excel in their responses.
