About this file

The document is an evaluation criteria file for non-price factors in a federal contract opportunity for toilet pumping services on the Stearns Ranger District of Daniel Boone National Forest. The evaluation criteria cover two primary non-price factors: Contract Experience and Past Performance, each with four rating levels from Excellent to Unacceptable.

For Contract Experience, ratings range from Excellent (five or more years of similar experience with Forest Service or federal agencies) to Unacceptable (less than one year of experience). Past Performance ratings similarly progress from Excellent (excellent formal performance ratings or references) to Unacceptable (poor performance ratings or references). These criteria will be used to assess technical acceptability on a pass/fail basis for the toilet pumping services contract, which is a 100% small business set-aside under NAICS code 562991 with a $9 million average annual receipts threshold. The contract will have a base year from 04/01/2025 - 03/31/2026 with potential for four additional one-year option periods through 03/31/2030.
