About this file

The document is an Evaluation Form for a Family Navigation Services contract issued by the County Commissioners of Charles County, Maryland. The contract seeks qualified contractors to provide peer support, mental health, behavioral health, and developmentally related services, with funding originating from the Governor's Office. The evaluation criteria are structured with a 50/50 point distribution between technical proposal (50 points) and cost (50 points), with technical points allocated across four key areas: project understanding and capability (25 points), experience of key staff and project team (15 points), professional references (5 points), and firm representation projects and depth (5 points).

The contract will be grant-funded and subject to annual renewal based on funding availability, with an emphasis on clinical awareness of best practices in human services. The technical evaluation places the highest priority on project understanding and approach, followed by the qualifications and expertise of the project team. Potential contractors will be assessed on their comprehensive understanding of service delivery, staff qualifications, references, and organizational depth. The cost component represents an equal 50 points in the evaluation, indicating that pricing will be given substantial weight in the contractor selection process.
