COMPARATIVE EVALUATION AND TIERED EVALUATION PROCEDURES
This procurement is set-aside based on an order of priority as established in 38 U.S.C. 8127.
TIERED EVALUATIONS INCLUDING SMALL BUSINESS CONCERNS: This solicitation is issued as a tiered evaluation for SDVOSB concerns, or in the alternative, for VOSB concerns, or in the alternative, for other small business concerns. If award cannot be made, the solicitation will be cancelled and the requirement resolicited. An offeror shall be verified in Veterans Information Page/VIP VetBiz to be considered for award as an SDVOSB or VOSB.
The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Two factors shall be used to evaluate offers: Price and Technical.
Factor 1. Price
a. The Government will review the price schedule for completeness and accuracy and will evaluate the reasonableness of the quoted prices. Various analytical techniques and procedures may be used, singly or in combination, to ensure that the final price is fair and reasonable.
b. Vendors are cautioned that an unrealistically low price or materially unbalanced pricing may be grounds for eliminating a quote on the basis that the vendor does not fully understand the requirement.
Factor 2. Technical Current and unencumbered licenses and insurance to conduct the tasks outlined in the PWS.
The Government may obtain additional past performance information through CPARS, questionnaires tailored to the circumstances of the acquisition through interviews with program managers, CORs and COs, or other sources known to the Government.
