EVALUATION FACTORS FOR AWARD
1. Quoters are required to submit the following:
a. Section B Quote Schedule
Quoters must submit a per meal quote price for the Base Year Services and for each Option Year without alteration to the Section B Quote Schedule. Failure to provide a quote price for all items shall result in the quote to be deemed as “non-responsive” and shall not be considered.
The meal quote price is to be inclusive of all costs to provide the Student Meal Services, including but not limited to, all applicable taxes, food item costs, menu costs, labor & supervision, supplies and materials, equipment, all necessary meal related supplies, janitorial services, etc.
Option Years: The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
b. Technical Proposal – Proposal document to include:

The Technical Proposal is to be no more than 30 pages in length on 8 1/2 x 11 inch white paper. Emphasis is to be upon the company’s procedure that will ensure that SIHS is in compliance to qualify for meal reimbursement under the USDA Breakfast & Lunch Reimbursement Program as administered by the State of California, Department of Education and all other Section C, 1.1.8 compliances.
The proposal document is NOT to be stapled, have holes punched, do NOT bind or place in a binder.
c. Past Performance: Listing of contracts of similar size, similar requirements and dollar value for the past three years. Include contract number(s), contact person’s name, phone number, email address, contract dollar value, contract performance dates.
2. 52.212-2 Evaluation -- Commercial Items October 2014
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Price, Technical Proposal, Past Performance.
Technical and past performance, when combined, are Equal to Price [Contracting Officer state, in accordance with FAR 15.304, the relative importance of all other evaluation factors, when combined, when compared to price.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
