SUBJECT: Evaluation Factors and Significant Sub Factors

REFERENCE: Request for Quotation 15B41621Q00000009

This memorandum serves as the evaluation factors and significant sub factors applicable to RFQ 15B41621Q00000009. The award decision is based on evaluation factors and significant sub factors that are tailored to this specific acquisition under NAICS 621320. Per FAR 15.304(d); all factors and significant sub factors that will affect contract award and their relative importance shall be stated clearly in the solicitation. The evaluation factors and their relative importance are within the broad discretion of agency acquisition officials.

Pertaining to 15B41621Q00000009, non-cost evaluation factors such as past performance, compliance with solicitation requirements, and management capabilities will carry significantly more importance than cost and price alone. While cost and price related factors do represent a key emphasis in the source selection process, it has been determined by contracting staff, that this acquisition will be evaluated on a best value continuum due to COVID-19 related supply and logistical concerns.

To ensure this acquisition is deemed fair, reasonable, and advantageous to the Government, best value will represent a combination of the aforementioned factors, with special consideration given to past performance related factors.
