About this file
This document is an Evaluation Factors schedule for a Lowest Price Technically Acceptable (LPTA) Firm Fixed Price solicitation issued by the Indian Health Service, Great Plains Area for surgical nursing services at Pine Ridge IHS Hospital in Pine Ridge, South Dakota.
The solicitation (75H70626Q00202) seeks two full-time equivalent Operating Room Registered Nurses for a period of performance from October 18, 2026 through June 22, 2030, with a 100% Indian Small Business Economic Enterprise (ISBEE) set-aside under NAICS Code 561320. The evaluation process follows a three-factor approach: Technical Capability and Past Performance are evaluated first on a pass/fail basis, with price evaluated only among technically and past-performance acceptable proposals. Technical evaluation requires offerors to demonstrate that proposed candidates hold unrestricted Registered Nurse licenses, maintain current Surgery Operation Nursing certifications, meet IHS credentialing requirements, and possess documented competencies in consultation, preventive care, patient education, infection control, and cultural sensitivity. Staffing plans must demonstrate continuous coverage capability for all base and option periods, including identified backup personnel for planned and unplanned absences. Past Performance evaluation requires submission of at least three references from the last three years, with at least two demonstrating relevant scope in federally qualified health center settings; offerors with no relevant history receive a neutral rating rather than automatic disqualification. Price submissions must include all-inclusive hourly rates for all labor categories and periods of performance, be mathematically consistent, and not reflect pricing indicating non-performance risk or misunderstanding of requirements. Award will be made to the lowest-priced offeror whose proposal meets all technical and past-performance requirements.
