About this file
This document is Attachment C containing evaluation factors and award information for a weekly produce solicitation issued by the Federal Bureau of Prisons (FDC SeaTac) on June 6, 2026.
Award will be made to the responsible quoter providing the best value based on three evaluation factors: (1) Price, evaluated for fairness and reasonableness with shipping and freight charges included in unit pricing; (2) Past Performance, considering prior experience, similar performances, CPARS data, and other relevant information; and (3) Technical specifications in the form of product brand or manufacturer identification. Some line items may not be awarded. Quoters must submit legible quotes in PDF format via email to ekramer@bop.gov and will be deemed received upon email notification. Quotes are considered non-responsive if they lack a DUN & Bradstreet Unique Entity ID (UEI), do not have current SAM registration, fail to provide required solicitation information, contain product specification changes, omit line item information, or exclude shipping/freight charges in unit pricing. All products must meet menu specifications exactly with no substitutions accepted. Prices exceeding four decimal places will be rounded up to the nearest 1/100 of a cent for evaluation purposes. Quotes submitted after the deadline will be handled per FAR 52.212-1(c).
