About this file

This is an evaluation factors and award information document for a Dairy/Bread Weeklies contract solicitation issued by the Federal Bureau of Prisons (FDC SeaTac) on August 12, 2025.

Award will be made to the responsible quoter offering the best value based on three evaluation factors: price (fair and reasonable assessment), past performance (including prior experience, similar performances, CPARS information, and other relevant data), and technical merit (product brand or manufacturer identification). Quoters must submit legible quotes in PDF format to ekramer@bop.gov and will be deemed received at the time indicated on the email notification. All quotes must include a DUN & Bradstreet Data Unique Entity ID (UEI) number and maintain current, valid registration in the System for Award Management (SAM) at www.sam.gov. Pricing must include all shipping and freight charges in the unit price, with prices containing more than four decimal places rounded up to the nearest 1/100 of a cent. Line items must exactly match the menu specifications provided with no substitutions; quotes proposing products that do not meet 100 percent of specifications will be deemed non-responsive for affected line items. Non-responsive quotes will not be considered for award, and quotes received after the deadline will be handled in accordance with FAR 52.212-1(f). Some line items may not be awarded.
