About this file

The Evaluation Document for Solicitation W912L9-25-Q-9007 outlines the Indiana Army National Guard's request for lodging services, evaluating offers based on technical capability, past performance, and price. The procurement is a Firm Fixed Price (FFP) contract set aside for Total Small Business, requiring eight double rooms and one single room from 29 June to 13 July 2025, located within 10 miles of 2002 South Holt Road, Indianapolis, IN. Lodging rates must not exceed local per diem rates.

The evaluation will be conducted using a best-value determination, with the government intending to award the contract without discussions, though reserving the right to do so if necessary. Offerors must submit quotes by 4 PM Eastern time on 20 June 2025, via email to brian.williams132.civ@army.mil, including company details such as name, address, CAGE Code, UEI, and discount terms. The government will select the most advantageous offer that best meets their requirements, with the potential to reject all offers if deemed in their best interest.

1. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer, conforming to the RFQ, will be most advantageous to the Government when considering technical capability, past performance, and price. The following factors shall be used to evaluate offers:

· Technical Capability

Technical capability shall consist of the contractor providing a technical capability statement which demonstrates the contractor’s ability to meet the Government’s needs as described in the Purchase Description. A successful description will provide the government confidence that the project is structured to be executable for the resources indicated. The technical capabilities statement shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The description should not simply rephrase or restate the government's requirements but, rather, shall provide convincing rationale to address how the offeror intends to meet these requirements. Offerors shall assume that the government has no prior knowledge of the requirements and will base its evaluation on the information presented by the offeror.

· Past Performance The offeror’s demonstrated record of successfully delivering similar services as described, on time and to the satisfaction of the customer.

· Price

Price will be evaluated to determine realism and reasonableness of the quoted price.

2. Evaluation Process:

· The government will evaluate offers based on a best-value determination, considering technical capability, past performance, and price.

· Trade-offs may be made between price and the non-price factors listed above to select the offer that provides the greatest overall benefit to the government.

3. Contract Award - The Government intends to evaluate offers and award a contract without discussions with offerors. Despite this, the Government does reserve the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in its best interest and the Government may also waive informalities and minor irregularities in offers received.
