About this file

This document is an Evaluation Criteria file for a Massachusetts Wildlife (MassWildlife) solicitation identified as DFW-2026-026. The file outlines the key criteria for evaluating vendor bids, with a primary focus on selecting vendors for a Master Blanket contract. While specific product or service details are not fully elaborated, the document indicates that the procurement will involve a competitive bidding process where vendors will be assessed across multiple dimensions.

The evaluation process will heavily weigh pricing, including percent discounts from manufacturers' suggested list prices, while also considering performance history, quality, qualifications, availability, timeliness, and vendor certifications. Price will be a significant factor in both initial vendor selection and subsequent Request for Quotes (RFQs). MassWildlife reserves the right to negotiate contract elements to achieve lower costs or better value, and additional evaluation criteria may be incorporated into individual RFQs. The agency emphasizes selecting bids that demonstrate the best overall value and can effectively achieve the solicitation's goals.

Evaluation Criteria

(DFW-2026-026)

Evaluation Criteria:

· Performance History

· Please note that price, including percent discount vendors offer from Manufacturers suggested list price will weigh heavily.

· Quality and/or Qualifications to provide the good or service (ex. Products or services provided)

· Availability and/or Timeliness

· Certifications (ex. SBPP, SDO, NGO) Price will hold significant weight in the evaluation process for both determining awarded vendors under the Master Blanket and in resulting RFQs. Bids which demonstrate the best value overall, including proposed alternatives, that will achieve the goals of the RFQ will be awarded. MassWildlife and a selected Bidder may negotiate a change in any element of Contract performance or cost identified in the original RFR or the selected Bidder’s Quote which results in lower costs or a more cost effective or better value than was presented in the selected Bidder’s original Quote. Prompt Payment discounts are not incorporated into evaluations and are separate from percent discounts vendors offer from Manufacturers.

Additional evaluation criteria may be added for individual RFQs.
