About this file
This is an evaluation criteria document for Volusia County, Florida's Request for Statement of Qualifications (RSQ) for real estate title services under the CDBG-DR Real Estate Title Services contract opportunity. The County of Volusia Office of Recovery and Resiliency is seeking contractors to provide real estate title services for projects and programs supported by the U.S. Department of Housing and Urban Development (HUD), utilizing Community Development Block Grant - Disaster Recovery (CDBG-DR) funding. The evaluation criteria establishes a scoring system ranging from 0-5 points across four weighted categories: Experience (35%), Project Approach (35%), Firm/Financial Resources/Litigation (15%), and Price/Cost Proposal (15%).
The pricing structure requires firms to submit costs for all necessary real estate closing steps and provide specific title rates including cancellation, title search, lien search, recertification and update rates, O&E rates, reissue rates, settlement fees, loan estimate preparation, closing document preparation, title insurance and endorsements, e-filing fees, and document storage fees. The document references state-required title service rates effective March 21, 2025, per Florida Administrative Code 690-186, with tiered pricing structures for different property value ranges (up to $100,000 at $5.75 per thousand with a $100 minimum, $100,001-$1,000,000 at $5.00 per thousand, and $1,000,001-$5,000,000 at $2.50 per thousand). Reissue rates are also tiered, starting at $3.30 per thousand for properties up to $100,000, with reduced rates for higher value properties.
