About this file

This document outlines the evaluation criteria for a Lowest Price Technically Acceptable (LPTA) solicitation seeking one Ultra-High Vacuum (UHV) thin metal film deposition system. The solicitation will award a contract to the responsible offeror whose conforming offer has the lowest evaluated price among offers meeting or exceeding acceptability standards for non-cost factors. Technical acceptability will be determined based on whether the proposed product meets the solicitation's performance characteristics and specifications, with information furnished solely by the vendor. Past performance will be evaluated on an acceptable/unacceptable basis, requiring at least one reference from the past four years for a similar UHV system, along with positive feedback for performance, customer service, and willingness to purchase again. Price will be evaluated based on the total proposed price including options.

Evaluation Criteria

(Lowest Price Technically Acceptable)

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and has the lowest evaluated price of all offers meeting or exceeding the acceptability standards for non-cost factors.

1. Technical Acceptability:

The technical acceptability element of the evaluation will be a determination as to whether the proposed product meets the performance characteristics and specifications in the solicitation. The Technical element of the evaluation shall be based solely on information furnished by the vendor. The Government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the Government to determine whether the product meets the performance characteristics and specifications of the requirement. If the offeror proposes to modify a product so as to conform to the requirement of this solicitation, the offeror shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications.

2. Past Performance:

Past performance will be evaluated on an acceptable/unacceptable rating basis. An “Acceptable” rating is defined as the Government having reasonable confidence that the offeror can complete all requirements under the contract and meet stated delivery dates. An “Unacceptable” rating is defined as the Government having minimal confidence that the offeror can complete all requirements under the contract and meet stated delivery dates. The ratings will be based upon past performance information submitted by the offeror, as well as any other past performance information the Government obtains. The offeror shall submit at least 1 record of past performance from the past 4 years with their offer.

The record of past performance must include the point of contact information for the past customer of the offeror, who bought a UHV thin film deposition system of the same type (i.e., approximately the same size of the vacuum chamber equipped with an e-beam evaporator and similar accessories) as in this solicitation. The record should also include a short list of the specs of the system, namely, the approximate chamber size, the base pressure, number of e-beam evaporators, and the type of vacuum pumps used in the system. The UHV system in the past performance should mention in the specifications the ability to reach a base pressure below 9e-10 Torr. Also, the customer should be either the US government, a university within the US, or an established (at least 10 years old) company located in the US. An "acceptable" rating will be granted if the Government is able to obtain a positive reference from the past customer. The reference will be considered positive if the past customer is satisfied with the performance of their UHV system and the customer service, and the past customer also attests they would buy this system again.

Only offerors rated “Acceptable” will be eligible for award. Award will be made to the lowest price technically acceptable offer out of all offers rated “Acceptable”.

3. Price (include in all instances):

Price will be evaluated based on the total proposed price, including options, (if any).
