Evaluation Criteria
TECHNICAL FACTORS:
Factor 1 – Availability
The offeror must acknowledge that it as the facilities to reserve the lodging units with all amenities available during the required timeline
Factor 2 – Inspection
The facilities will be inspected by FEMA to ensure the facilities meet all requirement and Building code standards for the Island of Guam
Factor 3 – Past Performance
NON_TECHNICAL FACTOR
Factor 4 – Price/Cost
When evaluated Technical Factors are more important than Non-Technical Factors
Factor Ratings:
Factor 1 – Pass/Fail
Factor 2 – Acceptable/ Unacceptable
Factor 3 – Acceptable / Unacceptable /Neutral
Factor 4 – Fair and Reasonable based on the Government approved rates for Lodging
