About this file
This document outlines the evaluation criteria for a federal solicitation seeking training services. The solicitation requires a contractor to provide effective didactic and interactive de-escalation training events for correctional staff. Offerors must submit a four-hour lesson plan on de-escalation techniques as well as a sample program evaluation report. Relevant past performance in developing de-escalation protocols and conducting program evaluations will be considered, and offerors should provide documentation of experience, published materials, and previous work with law enforcement or correctional training programs. Technical factors are most important in the evaluation, followed by past performance and price. Price will be a more significant consideration as other distinguishing factors among proposals diminish. Awards may be made without discussions, so initial proposals must provide the government with a clear understanding of technical capabilities and the offeror's best terms.

EVALUATION CRITERIA
Decisional Rule Criteria Best Value Trade-Off:
The quoter’s quotation will be evaluated in three areas:
Technical, Past Performance, and Price. Technical areas are more important than Past Performance, which in turn is more important than Price. Quoters should recognize that Price, although of lesser importance than Technical and Past Performance, might contribute substantially to the Source Selection Authority’s (SSA’s) contract award decision. As the evaluation of competing quotations in the Technical and Past Performance areas become more equal in rating, the more important Price will be come in selecting the best value for the Government. Technical and Past Performance areas will be evaluated in accordance with FAR 13.106-2(b)(3), Evaluation of Quotations or Offers.
The quoter’s quotation must clearly demonstrate, at the time of submission, unless otherwise stated, the capability to meet the
Decisional Rule criteria. Quotations will be rated based on the
Decisional Rule criteria. Quotations shall clearly demonstrate the capability to meet all of the following Decisional Rule criteria:
1. The offeror clearly demonstrates the ability to provide effective didactic interactive training events. The offeror must submit a lesson plan for a four-hour minimum training event on some aspect of de-escalation.
2. The offeror clearly demonstrates the ability to evaluate the effectiveness of a training program. The offeror must submit a sample evaluation report.
3. The offeror clearly demonstrates relevant past performance in the areas of development of de-escalation protocols and program evaluation. The offeror’s experience with and knowledge of issues affecting law enforcement personnel and developing “T4T” training programs will be evaluated. The offeror must submit a detailed CV, Resume, or similar documentation of previous experience. This should include a list of any published articles or materials.
