Questions and Answers RFQ 15BNAS21Q00000010
De-escalation Training
The RFP cover letter indicates proposals should be submitted via email to Brooke Garcia, however the Instructions to Offerors in the solicitation document indicate proposals should be submitted to Katherine Bowen. Will the government please clarify the correct point of contact for proposal submission?
The POC is Brooke Garcia, please submit all questions/proposals to bgarcia@bop.gov.
Will the government please describe what the "30-day training protocol" for the train-the-trainer is and what should be included in it?
30 day is incorrect, it has been amended to reflect a 3 day training. The de-escalation protocol will be a 1 day training protocol. The 3-day T4T must teach participants how to teach the 1-day course to participants in the institutions. It should include the 1 day protocol as well as general instructor skills material.
Are all of the technical assistance units (CLIN 0005, 0006 and 0007) in hours? Additionally, there is no reference to these requirements in the SOW. Can the government please clarify what should be included in the Technical Assistance QI plan (CLIN 0005) and the objectives for QI coaching and consulting?
Yes- technical assistance units are in hours. The objective for coaching and consulting is to share the results of pre- and post- assessment with project leads and create a plan for addressing the effectiveness of the curriculum. Consultation and coaching hours may also be used to coach individual trainers based on post- assessment data.
What COVID protocols does the government have in place that would impact our ability to conduct in-person training? What is the anticipated timeline associated with these protocols?
We are follow CDC guidelines for in-person gatherings.
Does the Government anticipate providing de-escalation training to all Bureau staff regardless of their proximity to inmates or those in custody?
The priority will be all staff who work at institutions. Staff who work in Regional, Central Office, or other Administrative offices may be provided the training, but will not be prioritized.
Should offerors include any required pricing explanation as part of attachment with the completed SF1449 or in another volume of the proposal?
Yes, you may include pricing explanations in an attachment.
mailto:bgarcia@bop.gov
Has the Bureau of Prisons previously engaged a contractor to deliver de-escalation training or train the trainer activities? If so, who provided the prior training?
This is a new requirement, there is no incumbent.
There is no reference in the SOW to the requirements that are to be priced in CLIN 0001, 0002, and 0003. Can the government please define the deliverables required that are to be priced in these CLINs?
0001 is creation of the main 1-day de-escalation protocol which will be used by BOP trainers to train staff at the institutions. 0002 is creation of the curriculum/protocol to be used by BOP trainers to provide 2-hours of refresher training to staff on an annual basis. 0003 is development of a training protocol/curriculum for teaching BOP trainers the 1-day protocol as well as basic instructor skills.
How many participants does the government anticipate in each of the 12 cohorts?
Groups will range from 25-75.
The SOW requires up to 280 hours of training annually across a maximum of 12 deliveries indicating the T4T training is approximately 23 hrs per delivery. CLIN 0004 requests pricing for a 3-day in person training for trainers. A standard training day is 6.5 hours, meaning that the pricing for CLIN 0004 would include 19.5 instructional hours. Will the government please clarify the desired length of the T4T training?
Our training days are 8 hours long and typically over 3 days, so we would like a 24 hour course.
Schedule B for pricing only has pricing for a 3 day face-to-face T4T course - how should offerors propose pricing for the potential one and two day sessions?
Additional pricing can be included in a pricing attachment
The SOW is requesting program evaluation which would typically refer to the evaluation of the full T4T training protocol. However, the SOW also indicates that the contractor will provide evaluation data "within one week of each completed training" which indicates pre- and post-training assessments would be required for each T4T session delivered. Can BoP please clarify if the requirement is for evaluations of each individual training session, an overall evaluation of the T4T program, or both?
Evaluations will focus on pre- and post- test assessment after individual training sessions to include an assessment of aggregate pre- and post- test assessments after collection of data from at least 2 sessions. Evaluations are not targeting outcome related data within institutions.
Page 5 of the SOW indicates that “any material created for this proposal shall be property of the Bureau of Prisons.” Can the government please clarify that only materials created in performance of an awarded contract become property of the Federal Bureau of Prisons?
Yes, to clarify only materials created in performance of an awarded contract become property of the Federal Bureau of Prisons.
In the statement of work, page 3, it says, "This training program should incorporate existing Bureau policies and not conflict with existing protocols and practices." Could you please provide links to the relevant policies?
The link to our policies is https://www.bop.gov/PublicInfo/execute/policysearch?todo=query Some of the more relevant policies are the Correctional Services Procedures Manual, Conflict Resolution Policy, Treatment and Care of Inmates with Mental Illness and Use of Force.
The SOW page 2 refers to pre-recorded training videos. Does this refer to pre-recorded classes,(i.e., video of the instructor presenting) or to video examples used in class (i.e. body camera video that illustrates a point)?
Video of the instructor presenting
Since travel costs are to be included in the fixed cost, could you please list the other training destinations, apart from Aurora?
They could be at any of our locations which can all be found here https://www.bop.gov/locations/map.jsp. We are most likely to hold regional events at the regional office or an institution located centrally in the region.
