About this file
This is a Request for Proposals (RFP) for construction services with a two-phase selection process. Phase 1 serves as a qualification round to establish a shortlist of bidders, followed by Phase 2 where shortlisted bidders submit full proposals and participate in oral presentations with question-and-answer sessions.
Phase 1 evaluation criteria consist of three factors: (1) Proof of Bonding Capacity (Pass/Fail requirement), (2) Past Performance demonstrating a minimum of three to five similar projects in multi-trade renovations, alterations, repairs, and rehabilitation of architecturally and historically significant buildings; experience in the DC Metro area with stringent security and access constraints; experience under IDIQ contracts with multiple task orders; ability to perform multiple simultaneous projects; and Design Build experience; and (3) Key Personnel qualifications including professional resumes for a Project Manager, Cost Estimator, Superintendent, and Quality Control Lead, evaluated on education, training, relevant experience, longevity with the firm, technical competence in cost estimating and project management, and experience managing multi-discipline construction projects through all phases. For past performance projects, bidders must provide primary points of contact for reference verification (failure to provide contact information results in a non-responsive proposal), project status, scope descriptions, estimated and final construction costs, percentage of in-house work, and subcontractor lists. Phase 2 evaluation criteria include Design Bid Build and Design Build Experience, Architect and Engineering Firm Qualifications, and Management Approach.
All proposals must include a cover sheet with project name and solicitation number, a company overview limited to one page, and numbered pages with appropriately tabbed sections for each award factor. Non-conformance with submission instructions will result in unfavorable evaluation.
