About this file

This is Amendment #2 to a solicitation for an Indefinite Delivery/Indefinite Quantity (IDIQ) construction and renovation contract issued by the United States Holocaust Memorial Museum (USHMM). The amendment makes three key changes: (1) revises evaluation criteria to include price as a Phase 1 evaluation factor, with revised criteria to be posted on sam.gov; (2) extends the Phase 1 proposal due date to August 31, 2026 at 5:00 PM EDT; and (3) posts the museum's responses to submitted clarification questions on sam.gov as an attachment.

The IDIQ solicitation (Number 95476726Q0623) seeks up to five contractors for multi-trade renovations, alterations, repairs, and rehabilitation of historically and architecturally significant buildings at USHMM facilities in the Washington D.C. area. Phase 1 qualification criteria include proof of $300,000 minimum bonding capacity (pass/fail), past performance (3-5 similar projects within 10 years), key personnel qualifications (Project Manager, Cost Estimator, Superintendent, Quality Control Lead), and labor rate pricing. The estimated total contract value across all awardees is $15,000,000 over five years, with each awardee receiving a minimum $25,000 guaranteed amount and an annual cap of $1,000,000 per contractor. Individual task orders are estimated to range from $25,000 to $1,000,000. Phase 2 (for shortlisted offerors) will evaluate Design-Bid-Build/Design-Build experience, architect/engineering firm qualifications, management approach, and pricing. Proposals must be 50 pages maximum using 12-point Times New Roman or Arial font, with sections appropriately tabbed. The document also includes detailed museum responses to contractor clarification questions addressing contract structure, bonding requirements, task order processes, personnel qualifications, and past performance submission requirements.

QUESTION MUSEUM RESPONSE

The solicitation notice on Sam.gov states that we should include a labor rate sheet in the Phase 1 submission. The Evaluation Criteria document doesn’t mention that requirement. Please clarify.

Amendment #2 will have a revised evaluation criteria. Price will be added as one of the evaluation criteria for phase one and Phase 2. Since there is no task order to price out. Labor rates and will help determining price reasonableness.

Is the estimated $4,000,000 maximum contract spend for each of the awarded contractors or total spent among all awarded contractors?

The estimated maximum total spend for the contract across all IDIQ Awardees is $15,000,000.

Is the annual amount of $1,000,000 for each of the awarded contractors or total spent among all awarded contractors?

The annual amount is for each of the awarded contractors.

Please clarify when you expect to announce who qualifies to proceed to phase 2, when you will announce which 5 contractors are selected for the IDIQ and when the task orders are expected to be issued.

Offerors that make it to Phase 2 will be notified via email after all responsive proposals are evaluated. Up to five IDIQ contracts will be awarded after Phase 2 proposals are evaluated.

Please confirm how many contractors are in the current IDIQ and when the current IDIQ expires

We currently have three IDIQ contract holders. The current IDIQ expires November 2026.

The Past Performance evaluation criteria requires bidders to submit examples of projects similar in scope, size, or complexity. Please provide the anticipated dollar range, including the typical minimum and maximum value, of individual Task Orders expected to be issued under this IDIQ.

Generally, the range will be $25,000 to $1,000,000 but projects below and above that range are possible.

Are all 5 qualified contractors required to bid on all task orders issued under the IDIQ without non-bid?

It is the Museum's desire that all awarded IDIQ contractors will bid on all task orders to the maximum extent possible. Failure to repeatedly submit bids for task orders may be grounds for off-ramping from the IDIQ.

Please clarify method of award. Lowest price technically acceptable or best value? If Best Value, please provide grading scale for factors that are not pass/fail.

Offers will be evaluated using the best value tradeoff process (as previously stated in the solicitation). This solicitation utilizes the solicitation procedures in FAR Parts 36 and 15 (Deviation - Revolutionary FAR Overhaul) and that consequently we will not be providing a grading scale for evaluation factors.

Please confirm all task orders will be in Ross Administrative Center, the Museum Building, and/or the collection facility in Bowie, MD

Confirmed. It is possible, tasks could be performed in our leased space at Portals III.

Please clarify access requirements and badging process. Are HSPD-12 badges honored in the three USHMM buildings?

Only museum issued badges will be honored. Summary reports, fingerprints and background checks are required to be issued a Museum badge.

For Past Performance, are projects that were completed within the past 10 years acceptable? If not, please clarify recency requirements for submitted projects.

Projects completed within the last 10 years are acceptable, please include projects completed within the last five years if available.

Please confirm whether each awarded IDIQ contractor will receive a minimum guaranteed contract amount and, if so, please provide the minimum guarantee

Yes each awarded and active IDIQ contractor will receive a minimum guaranteed contract amount of $25,000.

Please confirm whether ongoing or substantially completed projects may be submitted as past performance examples. If so, please advise whether a minimum completion threshold applies

Our preference would be completed projects. In progress projects will be accepted.

For past performance performed under an IDIQ, please clarify how the Government will count project examples: the underlying IDIQ contract, each individual task order, or a representative group of task orders performed under the IDIQ.

The government will consider the totality of the past performance examples offered. We will accept individual task orders, the underlying IDIQ contractor, or a representative group of task orders performed under the IDIQ. Ideally past performance examples would include examples from more than one IDIQ or stand alone contract.

Please clarify how offerors should calculate the percentage of work completed “in-house,” including whether the calculation should be based on contract value, labor hours, or another methodology.

Labor hours of work performed by employees directly working for the company.

The SOW states that the total estimated construction cost will not exceed $4,000,000 over the five-year contract period and $1,000,000 annually. Please confirm whether these limitations apply collectively across all IDIQ contracts awarded under this solicitation or separately to each awarded IDIQ contract.

These numbers are an estimate. This is based on the amount of task orders award.

Please confirm that the current submission is for Phase 1 only. If so, please confirm that the required contents are limited to a cover sheet, one-page company overview, proof of bonding, three to five past-performance projects, and resumes for the four identified key personnel positions. Please identify any additional forms, certifications, representations, or acknowledgments required with Phase 1.

The submission for Phase 1 should include that required contents. You should present anything else you feel would bolster your proposal. The certifications for key personnel should be included.

Please provide the overall proposal page limit and any limits for individual past-performance projects and resumes. Please also identify whether the cover sheet, table of contents, bonding documentation, resumes, and other attachments are excluded from the page count. For an electronic submission, please clarify the requirement that sections be appropriately tabbed.

50 page limit, 12 point New Times Roman or Arial Font.

Please provide the detailed Phase 2 submission and evaluation requirements for Design-Bid-Build and Design-Build Experience, Architect and Engineering Firm Qualifications, and Management Approach, including page limits, required supporting information, and the relative importance of each factor.

Phase 2 submission and evaluation requirements will be distributed to those offerors that make it to Phase 2.

Please clarify whether the company presentation and question-and-answer session are evaluated components of Phase 2. If so, please provide the presentation duration, format, required attendees, slide limitations, location or virtual platform, and evaluation criteria.

Phase 2 company presentations and Q/A session components will be provided to Phase 2 participants.

Please identify the guaranteed minimum amount for each awarded IDIQ contract and the anticipated minimum and maximum value of an individual task order.

Each active IDIQ contractor is guaranteed a minimum amount of $25,000 over the life of the contract.

Please describe the task-order competition and fair-opportunity process, including whether every IDIQ holder will receive every task-order request, the typical proposal response period, and the task-order award criteria.

Task Order Package will include a cover sheet outlining the project and evaluation criteria, statement of work and other pertinent documents related to that specific task order. Every IDIQ holder will receive every task order request. The typical response period depends on the complexity of the task.

The task will be awarded based on what is needed for each specific task.

The off-ramp provisions identify failure to propose on order requests as a potential basis for removal. Please clarify whether IDIQ holders are required to propose on every task order, what constitutes an acceptable no-bid decision, how many no-bids may trigger off-ramping, and whether advance notice and an opportunity to cure will be provided.

Contractor is not required to bid on every task order. Off-ramp procedures will be conveyed to IDIQ awardees durning the contract kickoff meeting.

No bid decisions with explanation will not be look at negatively

Please provide the completed IDIQ ordering and option provisions, including the ordering-period dates, minimum and maximum order limitations, option-exercise notice periods, and all required clause fill-ins.

IDIQ task order fair opportunity process will follow the procedures in FAR Part 16.505. Please see FAR 52.217-9 for option to extend contract (including option-exercise notice period). Ordering period dates will begin up execution of the contract and end upon the expiration of the contract.

Please see FAR 16.505 for minimum and maximum order limitations.

Please identify the minimum single-project and aggregate bonding capacities required to receive a passing rating. Please also identify the required form and age of the surety letter and any Treasury-listing or surety-rating requirements.

The minimum bonding capacity is $300,000.00. For surety requirements please refer to FAR 52.228-15 (e) which states, "The bonds shall be in the form of firm commitment, supported by corporate sureties whose names appear on the list contained in Treasury Department Circular 570, individual sureties, or by other acceptable security such as postal money order, certified check, cashier's check, irrevocable letter of credit, or, in accordance with Treasury Department regulations, certain bonds or notes of the United States"

Please define the recency period for past performance. Must each submitted project individually demonstrate all listed characteristics, or may the three-to-five-project portfolio collectively demonstrate the required IDIQ, design-build, historic-building, security, and simultaneous-project experience?

The 3 - 5 projects can collectively demonstrate the project experience.

Projects should be within the last 10 years.

Please confirm whether ongoing projects may be submitted as past performance. If so, may the current contract value, percentage complete, and current performance status be provided when no final construction cost is available?

Yes, as long as the projects are at least 80% complete.

Please identify any minimum qualifications or certifications for the Project Manager, Cost Estimator, Superintendent, and Quality Control Lead. Please also confirm whether these individuals must be current employees, whether they must be dedicated to the contract, and whether one individual may serve in more than one position.

Superintendent requires an OSHA 30-Hour and EM 385-1-1 safety cert, while the Quality Control Lead needs OSHA 30-Hour. There are no specific certifications mandated for Project Managers or Cost Estimators. Key personnel do not need to be current employees at the time of the proposal, however they should be once the contract is awarded and dedicated to the contract. Only the project manager and cost estimator roles can be combined.

Please describe the badging and background-screening process, associated contractor costs, badge validity period, and maximum crew size that may be escorted by one badged contractor employee. Please also confirm when Government-provided escorts will be available and whether any cost will be charged to the contractor.

Site superintendents shall be badged and be onsite for all task orders.

Subcontractor leads can be badged if they will be onsite for more than 30 days and/or there is a need for escorting support. The processes involves a background check with fingerprinting. Government escorts shall be provided for all high security areas at no cost to the contractor.

Please clarify whether each task order will require a dedicated on-site Superintendent, Quality Control Manager, or Site Safety and Health Officer. Please state whether these positions may be combined and identify any required OSHA, EM 385-1-1, Construction Quality Management, or other certifications.

Site Superintendent is required and must be separate from the QCM and SSHO. The QCM and SSHO may be combined depending on the the dollar value of the task order.
