About this file

The document is an Evaluation Criteria for Award for Solicitation FA820325Q0010, a 100% small business set-aside procurement for an F-16 Cylinder Assembly. The solicitation will evaluate offers using the Lowest Price Technically Acceptable (LPTA) method, with two primary evaluation factors: Price and Technical Acceptability. For pricing, only the "Unit Price" for CLIN 0001 – Production will be evaluated as the Total Evaluated Price (TEP), ensuring fairness for offerors with and without First Article requirements.

Technical Acceptability consists of three subfactors: (1) Approved Source - requiring offerors to be listed among eight pre-approved manufacturers with specific CAGE codes, (2) Required Delivery Schedule - mandating delivery "on or before" the specified schedule, and (3) Subcontracting Plan - requiring large businesses to submit an acceptable subcontracting plan evaluated against FAR and DFAR requirements. The solicitation notes that in the event of a post-award MICAP (Mission Critical Application) upgrade, the government may require expedited delivery with negotiated price adjustments.

EVALUATION CRITERIA FOR AWARD

SOLICITATION: FA820325Q0010

This solicitation is a 100% small business set aside. For purposes of award, offers will be evaluated based on the Lowest Price Technically Acceptable (LPTA).

Factor 1 - Price The “Unit Price” for “CLIN 0001 – Production” will be evaluated as the Total Evaluated Price (TEP).

Note, this DOES NOT include the extended price (i.e. unit price x quantity) – only the “Unit Price” for “CLIN 0001 – Production”. This is necessary to ensure integrity, balance and fairness in the competition considering some offerors may be required to complete a First Article and other offerors may have a First Article waiver approved. This process will neither penalize or favor a proposal based on whether a First Article is required or waived because ALL offerors are required to complete the “CLIN 0001 – Production” requirements. Therefore, the lowest “Unit Price” for “CLIN 0001 – Production” is determined to represent the best value to the Government. An example of the TEP evaluation is provided below for reference.

CLIN DESCRIPTION PROPOSED “UNIT PRICE”

0001 Basic Award – Production $ (unit price only) 0002 Basic Award – First Article $ N/A 0003 Basic Award – First Article Test Report $ N/A

TOTAL EVALUATED PRICE $

Note: In the event the priority of the basic award and/or option(s) is upgraded to a MICAP post-award, the Government may require the delivery schedule to be expedited. The expedited delivery schedule and any resulting price increase will be negotiated and established via a bi-lateral contract modification.

Factor 2 – Technical Acceptability Technical Acceptability will consist of three subfactors – (a) Approved Source, (b) Required Delivery Schedule

(a) Subfactor 1 - Approved Source:

Technical Acceptability will be evaluated by the offeror being listed as an approved source. This part requires engineering source approval by the design control activity in order to maintain the quality of the part. List of approved source(s) is provided below.

Approved Source(s) Cage Code

MACHINE SPECIALTIES LLC. 1DDX0

SAF INDUSTRIES LLC 26044

TRANSAERO, INC. 27541

NASSAU TOOL WORKS, INC. 2M490

BEMSCO INC 29560

THOMAS INSTRUMENT, INCORPORATED 50LP4

THOMAS INSTRUMENT, INCORPORATED 5H860

HDI LANDING GEAR USA, INC. 5ZBP4

Alternate sources shall refer to the attached “Manufacturing Qualification Requirements (MQR)” for procedures that must be satisfied to become an approved source for this requirement. Award of the subject solicitation MAY NOT BE DELAYED due to alternate sources notifying the appropriate government contracting office of intent to qualify as an approved source for this requirement.

(b) Subfactor 2 - Required Delivery Schedule:

Technical Acceptability will be evaluated by the offeror submitting as part of their proposal a delivery schedule for the basic award (and options if applicable) that is “on or before the required delivery schedule” identified in the “Schedule” (i.e. CLINs) of the solicitation.

(c) Subfactor 3 – Subcontracting Plan:

Technical Acceptability, in the event the offeror is considered a large business, will be evaluated by the offeror submitting as part of their proposal a Subcontracting Plan that is deemed acceptable. The Government Contracting Officer (CO) will evaluate the plan for adequacy IAW FAR and DFAR requirements. The Subcontracting Plan will be incorporated into the resulting contract upon award.
