About this file
This First Article Requirements document outlines specific testing and approval procedures for a single unit of a military component (NSN 1650016428153LE) for an F-16 Cylinder Assembly. The document, dated 06 JUN 2024, requires government testing to verify the first article meets all technical specifications, with a total estimated testing cost of $2,000. The contractor must deliver the first article within 180 calendar days of contract award to Hill Air Force Base, with the government reserving 120 days to review and approve or disapprove the submitted article.
Key requirements include manufacturing the first article at the same production facilities intended for contract manufacturing, with government testing to confirm conformance to all drawings, specifications, and engineering data requirements. The document allows potential first article approval waivers for contractors who have previously supplied similar items to the Air Force, provided the items were produced within the last 36 months and demonstrated satisfactory performance. If the first article is not approved, the government may, at its discretion, terminate the contract.

12. REMARKS
Watrous, Michelle SNAME: 06 JUN 2024DATE:
A. Item 1 of section F, FIRST ARTICLE DELIVERY, is an engineering estimate and is not contractually binding. First article delivery schedule is defined in the approved and signed contract document.
B. The critical nature of this part requires a First Article from a contractor who has never produced the item or has not produced the item for an extended period of time. The Government reserves the right to assure all materials and process certifications are correct and to test the item to any and/or all drawings, specifications, and other contract requirements. A vendor will normally be allowed only one attempt to receive full or conditional approval. Failure to receive approval of First Article inspection may, at the discretion of the Government, result in termination of the contract.
C. First Article waiver approvals as well as similar item determination are solely the responsibility of the Cognizant Engineering Organization. Similar item is defined as an item that has been previously manufactured to the same drawing but is the opposite hand and/or has a different dash number.
D. The Cognizant Engineering Organization shall determine First Article testing requirements based on component criticality and complexity, regardless of Purchase Request value.
