About this file

The document is an Evaluation Criteria file for Volusia County's Derelict Vessel Removal 2025 Request for Statement of Qualifications (RSQ) #25-SQ-111JJ. The county is seeking qualified marine salvage contractors to remove abandoned vessels from the St. Johns River, with the intent to award multiple firms a three-year contract with potential for two one-year renewals. The proposal submission deadline is May 29, 2025, at 3:00 pm, with a question submission deadline of May 15, 2025. Contractors must provide comprehensive vessel removal services, including labor, materials, equipment, and supervision, with complete removal of vessels and transportation to the Tomoka Farms Road Landfill.

The evaluation will assess proposals across six key areas: documentation completeness, firm qualifications, company resources, project approach, licensing, experience, and financial stability. The county may utilize Dun and Bradstreet reports to evaluate financial stability and can request certified financial audits. The project is funded through grants from the Florida Department of Environmental Protection, with no specific set-aside designations mentioned. Contractors must maintain comprehensive insurance coverage, including Workers' Compensation, Commercial General Liability, and various marine-specific liability policies. While no specific budget is outlined, the multi-year contract and grant funding suggest a significant investment in derelict vessel removal services for Volusia County.
