About this file

The document is an Evaluation Criteria file for the Volusia County Derelict Vessel Removal 2025 contract opportunity. The County is seeking proposals from qualified marine salvage contractors to remove abandoned vessels, including submerged vessel parts. The solicitation aims to select highly qualified firms through a Request for Statement of Qualifications (RSQ), with an anticipated award of multiple contracts for a three-year period. Two one-year renewals may be permitted upon mutual agreement and Volusia County Council approval.

The evaluation criteria outline a comprehensive review process across six key areas: documentation completeness, firm qualifications, company resources, project approach and timeline, licensing, experience/references, and financial stability. Respondents must be prepared to provide detailed information in six designated tabs, including employee qualifications, equipment resources, project methodology, licensing documentation, performance references, and financial statements. The County may utilize a Dun and Bradstreet report to assess financial stability and can request certified financial audits from the last available fiscal year to support the evaluation process.
