Evaluation Criteria
1. The Government intends to award a Blanket Purchase Agreement with a base and 2 option years to the responsible Contractor whose quote is the Lowest Price, Technically Acceptable (LPTA) after an evaluation is conducted in accordance with the technical factors contained in this solicitation.
1. The technical evaluation criteria set forth below have been developed and have been tailored to the requirements outlined in the Statement of Work. The contractor is informed that the criteria: (1) serve as the standard against which all quotes will be evaluated; and (2) serve to identify the significant matters which the Contractor should specifically address in complying with the requirements of this solicitation.
1. In order to be considered for award, the contractor must be determined to be technically acceptable. Criteria under the LPTA process are judged on an Acceptable-Unacceptable basis only. No other rating or qualitative value will be assigned. To be determined technically acceptable, all technical factors must be rated acceptable for the technical quote. Any technical proposal that does not receive an acceptable rating for all factors will receive an unacceptable rating for the technical quote. Award will be made to the lowest-priced, technically acceptable, responsible contractor.
1. The lack of a relevant performance record may result in an unknown performance risk assessment, which will result in the Quoter being evaluated neither acceptable nor unacceptable for past performance and the Quoter will receive a neutral rating.
1. The contractor will provide a technical overview of their abilities to provide driver testing services. The technical quote must validate the technical factor(s) described herein. The vendors must submit a technical proposal that demonstrates technical capability to validate current technical qualifications and certifications for the following factors:
Factor 1. Management Approach and Technical Capabilities Evaluation of this factor will be based on the information contained in the technical proposal that demonstrates the degree of the Offeror’s understanding of the requirement and soundness of the Offeror’s proposed methodology to accomplish the requirements listed in the Statement of Work (SOW). Evaluation of this factor will be based on sub factors 1-14.

1. Take multiple driver candidates out at a time for on-the road testing. Approximate Evaluator to student ratio anticipated to be between 1-4 to 1-6, to be recommended by vendor.
1. Conduct the assessment beginning and ending at the AmeriCorps NCCC Southwest Region Campus unless otherwise specified, keeping track of the mileage for each driver, and having the assessment route that stays within 1 driving hours of the Campus or designated location.
1. Sit in the front passenger seat during every test, serving as an “assistant driver” during the test by directing the driver along the route and coaching the driver through the testing process.
1. Ensure each driver completes the actions and skills listed on the NCCC on-road skills checklist. See Driver Skill Observation Checklist and signs NCCC Acknowledgment Form 571, accepting responsibility for driving the vehicle and liability coverage (packets provided by NCCC)
1. Provide constructive feedback that increases driver awareness, reinforces driving laws, and share defensive driving strategies in a calm, courteous manner.
1. NCCC drivers must have a “ground guide” when backing up the van or encountering tight spaces. Passengers in the van can serve as ground guides, but the instructor/tester may need to provide ground guiding support at times.
1. Conduct on-road evaluations lasting 30 to 60 minutes per candidate unless the Evaluator stops the assessment because the driver does not demonstrate that sufficient skill, experience, or caution to continue.
1. Designate the driver’s rating based on a ‘Recommend’, ‘Needs Improvement’ or ‘Not Recommend’ scale based on the provided criteria in the Observation Checklist and the make comments based on the Evaluator’s informed judgement.
1. Ensure that testing forms and mileage records are fully and accurately completed and signed for authentication, and turned in to NCCC at the completion of the testing each day.
1. Complete all assessments requested within 1 day (preferred) to 3 days.
1. Allow NCCC staff to serve as observers of any/all assessments upon request. Staff observers will be NCCC approved drivers that have completed the Coaching the Van Driver course.
