About this file
This is an Evaluation Criteria document that establishes the source selection methodology for solicitation W911QX26QA033, a small business set-aside for water treatment system maintenance at the Army Research Laboratory (ARL) in Aberdeen Proving Ground, Maryland. The Contracting Officer has determined that award will be made using the Lowest Priced Technically Acceptable (LPTA) criteria, meaning the contract will be awarded to the responsible offeror with the lowest evaluated price whose proposal meets or exceeds the minimum acceptable standards for non-price factors. The evaluation is based solely on technical acceptability and price, with no subjective judgment regarding proposal quality beyond minimum thresholds.
The technical acceptability evaluation focuses on whether the proposed services meet the performance characteristics and specifications outlined in the solicitation. Offerors must demonstrate past experience providing comparable services under at least two previous contracts valued over $50,000 (company experience only, not individual employee experience), and must provide evidence of Maryland Department of Agriculture Pest Control and Fertilizer Applicator certifications for personnel servicing the contract. Vendors must submit all necessary descriptive materials, including technical specifications and any proposed modifications, to enable Government evaluation. Price evaluation will be based on the total proposed price including any options. The document notes this approach is appropriate because minimum requirements can be clearly defined, minimal value would result from exceeding technical minimums, and the goods and services are predominantly technical in nature with straightforward evaluation criteria requiring minimal subjective judgment.

MEMORANDUM FOR RECORD
SUBJECT: Determination for use of Lowest Priced Technically Acceptable (LPTA) Source Selection Criteria or Simplified Acqusitions for W911QX26QA033 for the Maintenance of water treatment systems located at the Army Research Laboratory (ARL), Aberdeen Proving Ground (APG), MD.
In accordance with (IAW) DFARS 213.106-1, FAR 15.101-2 and DFARS 215.300, solicitations following the LPTA process shall clearly state that award will be based on the lowest evaluated price of proposals received that meet, or exceed, the acceptable standards of the non-price factors identified in the solicitation IAW FAR 15.101-2(b)(3). The Contracting Officer (KO) documents the contract file describing the circumstances justifying the use of the LPTA.
The KO has determined that the subject solicitation is being solicited using the LPTA and that the following conditions exist permitting the use of LPTA:
X Minimum requirements can be described clearly and comprehensively and expressed in terms of performance objectives, measures, and standards that will be used to determine the acceptability of offers;
X No, or minimal, value will be realized from a proposal that exceeds the minimum technical or performance requirements;
X The proposed technical approaches will require no, or minimal, subjective judgment by the source selection authority as to the desirability of one offeror’s proposal versus a competing proposal;
X The source selection authority has a high degree of confidence that reviewing the technical proposals of all offerors would not result in the identification of characteristics that could provide value or benefit;
X No, or minimal, additional innovation or future technological advantage will be realized by using a different source selection process;
X Goods to be procured are predominantly expendable in nature, are nontechnical, or have a short life expectancy or short shelf life (See PGI 215.101-2-70(a)(1)(vi) (DFARS/PGI view) for assistance with evaluating whether a requirement satisfies this limitation);
X The contract file contains a determination that the lowest price reflects full life-cycle costs (as defined at FAR 7.101) of the product(s) or service(s) being acquired (see PGI 215.101-2-70(a)(1)(vii) (DFARS/PGI view) for information on obtaining this determination) Evaluation Criteria
(Lowest Price Technically Acceptable)
The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and has the lowest evaluated price of all offers meeting or exceeding the acceptability standards for non-cost factors.
The Contracting Officer determines that past experience will be evaluated for this effort. The Contractor shall provide evidence of providing these services under at least two previous contracts valued over $50K. NOTE: Experience as defined above shall apply company itself only. Employees’ individual experience shall not be used to meet that minimum, even if gained while working for another company.
The Contractor shall provide a copy of the Maryland Department of Agriculture Pest Control and Fertilizer Applicator certifications for personnel who may service this contract.
The technical acceptability element of the evaluation will be a determination as to whether the proposed product meets the performance characteristics and specifications in the solicitation. The Technical element of the evaluation shall be based solely on information furnished by the vendor. The Government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the Government to determine whether the product meets the performance characteristics and specifications of the requirement. If the offeror proposes to modify a product so as to conform to the requirement of this solicitation, the offeror shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications.
Price will be evaluated based on the total proposed price, including options, (if any).
