About this file
This document is an evaluation criteria section for a federal procurement of an advanced confocal microscopy system. The Government will award to the responsible offeror whose quotation provides the best overall value, with technical capability weighted significantly more heavily than price. The primary product required is a microscope system with specific advanced imaging and analytical capabilities.
The evaluation framework consists of three weighted technical criteria totaling 100 points: Technical Capability and Compliance with Salient Characteristics (50 points), Warranty and Technical Support (30 points), and Past Performance and Experience (20 points). The microscope system must provide advanced confocal imaging with high-speed resonant and galvano scanning, super-resolution imaging, single-photon detection, integrated laser ablation and photostimulation, Fluorescence Lifetime Imaging Microscopy (FLIM) including Time-Correlated Single Photon Counting and Pulsed Interleaved Excitation capabilities, spectral detection and multiplex imaging, and AI-assisted image optimization. The system must operate through integrated software controlling all functions from a single platform and demonstrate compatibility with required hardware and imaging applications. Offerors must provide manufacturer literature and technical specifications documenting compliance with each salient characteristic. The Warranty and Technical Support criterion evaluates warranty length and scope, technical support availability and responsiveness, preventive maintenance and repair services, replacement parts availability, software upgrades, user training, and service personnel qualifications. The Past Performance criterion assesses experience supplying comparable systems, installation and training capabilities, customer references, successful warranty and maintenance support records, and prior performance with Federal agencies, academic institutions, or biomedical research organizations. Price will be evaluated for fairness and reasonableness without point assignment, becoming increasingly important only as technical proposals achieve equal merit.

Evaluation
The following technical evaluation criteria will be used in evaluating quotations.
Offerors are advised that award will be made to the responsible offeror whose quotation provides the combination of features that represents the best overall value to the Government. The Government is more concerned with obtaining a technically superior system that fully supports its research mission than with obtaining the lowest price. However, the Government will not make an award at a significantly higher price to achieve only a slight increase in technical merit. As quotations become more equal under the non-price evaluation factors, price will become increasingly more important in the award decision.
TECHNICAL EVALUATION CRITERIA ARE AS FOLLOWS: The technical quotation will be evaluated on the offeror's ability to provide the microscope system specified in the Statement of Need, including all required salient characteristics, accessories, software, installation, and support services. The evaluation criteria below are listed in order of relative importance with weights assigned for evaluation purposes.
1. Technical Capability and Compliance with Salient Characteristics – 50 Points
The Government will evaluate the extent to which the proposed microscope system satisfies the minimum technical requirements identified in the Statement of Need.
The offeror shall demonstrate that the proposed system provides:
Advanced confocal imaging capabilities with high-speed resonant and high-resolution galvano scanning.
Super-resolution imaging and single-photon detection capabilities.
Integrated laser ablation and photostimulation functionality.
Fluorescence Lifetime Imaging Microscopy (FLIM) capabilities, including Time- Correlated Single Photon Counting (TCSPC), Pulsed Interleaved Excitation (PIE), FLIM/FRET analysis, and access to raw experimental data.
Spectral detection and multiplex imaging capability.
Integrated software capable of controlling confocal imaging, laser ablation, and FLIM from a single platform.
AI-assisted image optimization and deconvolution capabilities.
Compatibility with all required hardware, software, and imaging applications described in the Statement of Need.
The offeror shall provide manufacturer literature, technical specifications, and other supporting documentation demonstrating compliance with each salient characteristic identified in the Statement of Need.
2. Warranty and Technical Support – 30 Points
The Government will evaluate the offeror's ability to provide comprehensive warranty coverage and post-installation technical support.
The evaluation will consider:
Length and scope of the manufacturer's warranty.
Availability and responsiveness of technical support.
Preventive maintenance and repair services.
Availability of replacement parts.
Software upgrades and updates.
Training provided for system users.
Qualifications of service personnel and local service capabilities.
The Government will evaluate the extent to which the proposed support minimizes system downtime and ensures long-term operational reliability.
3. Past Performance and Experience – 20 Points
The Government will evaluate the offeror's demonstrated experience in successfully providing, installing, and supporting advanced confocal microscopy systems of similar complexity.
The evaluation will consider:
Experience supplying comparable microscopy systems.
Experience with installation and user training.
Customer references.
Record of successful warranty and maintenance support.
Past performance providing similar systems to Federal agencies, academic institutions, or biomedical research organizations.
Price
Price will not be assigned points. The Government will evaluate proposed prices for fairness and reasonableness.
Basis for Award
Award will be made to the responsible offeror whose quotation represents the best value to the Government, considering the evaluation factors of Technical Capability and Compliance with Salient Characteristics, Warranty and Technical Support, Past Performance and Experience, and Price. When combined, the technical evaluation factors are significantly more important than price. As quotations become more equal in technical merit, price will become increasingly important in the award decision.
