RATIONALE FOR EVALUATION AND AWARD:
Valid offers will be evaluated in two steps:
• Step 1, The Government will make a technical acceptability determination. Offers are considered technically acceptable when they meet the evaluation criteria. Quotes will be reviewed initially under a pass/fail evaluation by the forest technical expert. The Schedule of Items must be fully completed and signed to be considered a valid offer. Acceptable offers will then be evaluated under Step 2.
• Step 2, Lowest Price with an acceptable offer will receive the award.
