About this file

This is a procedural guidance document from the eVA electronic procurement system for the Commonwealth of Virginia, providing instructions for vendors responding to an Invitation for Bid (IFB) solicitation. The document outlines the step-by-step process for submitting bids through the eVA portal, beginning with accessing opportunities through the My Leads notification system or the Virginia Business Opportunities page. Vendors must review all information on the Info and Items tabs, thoroughly examine all attachments and supporting documents, and contact the buying agency with any questions before proceeding. The submission process requires vendors to access the Overview tab to review RFx documents, begin their proposal response, complete the Response Information tab by editing labels and adding validity dates while uploading requested supplier documents such as acknowledgements of addendum and licenses, and then navigate to the Item tab to input unit prices for each line item before calculating totals. Vendors have the option to download the item list to Excel for completion and uploading, and they must complete all response grids if multiple tabs are present.

The document emphasizes that vendors can save their progress at any time and return later through the Sourcing and Manage RFx's section to continue or revisit their submissions. Once all required information is entered and the bid is complete, vendors must click Validate & Submit followed by Submit my Proposal to confirm their submittal and receive a confirmation message. The guidance applies broadly to all IFB solicitations posted on the eVA system across Virginia state and local government entities, including the City of Waynesboro's traffic signal replacement project on W. Broad Street and Arch Avenue. No specific pricing information, set-asides, response deadlines, or contract terms are detailed in this procedural document.
