STATEMENT OF REQUIREMENT
Installation of Door Alarm Monitoring Systems (DAMS) 128th Aviation Brigade Advanced Individual Training Barracks, FT Eustis, Virginia
1.0 OBJECTIVE. Installation of a Door Alarm Monitoring System (DAMS) for Advanced Individual Training (AIT) barracks Buildings 2301, 2303, 2304, 2305, 2307 and 2308.
1.1 Synopsis: Vendor to install theft proof, hard wired door alarms with two alarm monitor system. All new cable will be run to each of the new door alarms. All existing barrack locations will have one individual keypad on the first floor, installed in the Drill Sergeant office with arm and disarm. All exterior doors shall have alarms. All alarms will be recessed alarms. Doors leading to all sleeping areas shall have alarms. All stairways must have alarms. The installer will train the customer on the use of the system. Warranty for Labor is covered for the first year and we will purchase for year 2, 3 and 4. Alarms will have a 5-year warranty. All other parts come with a factory warranty. There will not be recurring fees for this system.
1.2 Existing Conditions. 128th Aviation Brigade (AVN BDE) is responsible for conducting Advanced Individual training for Soldiers as part of the US Army Training and Doctrine AIT mission. The AIT barracks must meet separate and secure requirements per Training and Doctrine Command (TRADOC) Regulation (TR) 350-6. Five (5) barracks facilities require DAMS equipment to meet these requirements.
2.0 SCOPE.
2.1 Contractor shall plan, procure, and install the DAMS in Buildings 2301, 2303, 2304, 2305, 2307 and 2308 Jackson Ave. FT Eustis, Virginia. The contractor shall provide all labor, equipment, and material required to procure and install the DAMS. The contractor shall deliver a complete and useable DAMS.
2.2 Execution of work shall be IAW the applicable documents and any installation requirements. The contractor shall comply with all local, state, and federal construction codes and all federal wage laws.
2.3 Any individual performing technician services shall have up-to-date certifications or training on the installed system(s). The contractor shall provide a list of the personnel performing the work and documentation of their certifications to the On-Site Representative.
2.4 All required cabling will be encased in the conduit that complements the aesthetics of the facility in which it is installed. All cabling shall be installed IAW the National Electric Code. Cabling placed out of view may be installed without a conduit; however, all cabling will use existing pathways where possible and be bundled together to prevent damage and tangling.
2.5 Training. The contractor shall perform operation and maintenance training for the DAMS. The duration of the operator's training shall be commensurate with the complexity of the installed system.
2.6 Work Area Requirements. The contractor shall clean up all debris and discarded materials resulting from their operations at the end of each workday. All waste materials shall be disposed of off FT Eustis unless otherwise approved.
2.7 Warranty. The contractor shall provide a one-year warranty for labor at no cost, plus year two and three at-cost. Alarms have a 5-year warranty. This system will have no reoccurring fees, including parts and labor for all components installed during this task order. The warranty will commence upon Government acceptance of the system. The contractor shall respond to all warranty requests within 24 hours from the first initial e-mail or phone call.
2.8 There shall be no deviations or substitutions without prior approval from the Contracting Officer. The contractor shall not comply with any order, direction, or request of any government personnel unless it is issued in writing and signed by the Contracting Officer.
3.0 SECURITY.
3.1 All work shall be performed during hours as coordinated with an on-site representative. The on-site representative will ensure the Contractor employees and subcontractors have access to the site five days a week, 0600 to 1700, as a minimum, excluding US Federal holidays. The on-site representative will also ensure access at other times, including weekends and after-duty hours after receipt of a service call.
3.2 The Contractor shall be responsible for safeguarding all government equipment, information, and property provided for Contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured.
