About this file
This Statement of Work (SOW) details an Electronic Security System (ESS) upgrade for Special Operations Command North (SOCNORTH) at Peterson Space Force Base, Colorado. The project requires a comprehensive renovation of the existing security infrastructure, including modifications to the Closed Circuit Television (CCTV) system, Access Control System (ACS), Badge Manager System (BMS), and Intrusion Detection System (IDS). Key requirements include installing upgraded security cameras, updating door access controls, reducing the Open Storage Secret boundary, and ensuring compliance with multiple security regulations including ICD-705, DoDM 5200.01-V3, and UL 2050 standards.
The contractor must provide all necessary equipment, software, and hardware, conduct full system installation and programming, and ensure the upgraded system meets stringent security requirements for a facility processing National Security Information up to Top-Secret level. Critical contractor responsibilities include conducting a site visit, providing comprehensive system testing, delivering as-built drawings, offering a 1-year warranty, providing bi-weekly status reports, and ensuring all personnel are AMAG and UL 2050 certified. The work must be completed between 8:00 a.m. and 4:00 p.m. local time, with potential for approved off-hours work, and contractors must meet specific base access and security clearance requirements.

1. PURPOSE
Special Operations Command North (SOCNORTH) has a requirement to procure the services and materials necessary to modify the current Electronic Security System (ESS).
This includes, but is not limited to; modifying the Closed Circuit Television (CCTV) video security camera system to allow full perimeter viewing at the required height, modifying the Access Control System (ACS) and Badge Manager System (BMS) to allow the Security Managers to add/remove access, and modifying the Intrusion Detection System (IDS) by eliminating all the cabling and motion detectors that are not necessary for the facility to maintain accreditation of a SCIF and Secret Open Storage areas in accordance with all the governing regulations.
2. BACKGROUND
SOCNORTH is an active facility that processes National Security Information up to the Top-Secret level and must maintain 24/7 security system and security monitoring.
SOCNORTH currently uses AMAG as the monitoring system for the ESS. This system resides in building 15, the Visitor Control Center (VCC), and is monitored by the Base Defense Operations Center (BDOC). SOCNORTH is located at building 30, 371 Vandenberg Street, Peterson Space Force Base. The owner of the facility, SOCNORTH, has an installed ESS that must be updated.
3. GENERAL REQUIRMENTS
The ACS has two administrator workstations that are located within the facility and are licensed to support the current number of HID card readers and Javelin alarm panels.
Door access and Javelin arm/disarm is granted by the Site Security Officer (SSO) through one of the two SSOs workstation’s Symmetry software. SOCNORTH must have a fully functioning system that meets the minimum user security requirements, the ICD-705 (SCIF), the DoDM 5200.01-V3 (Open Storage Secret) regulations, and the 21st Security Forces Squadron testing requirements. During the ESS renovation, SOCNORTH must be able to protect the perimeter of all monitored areas at the end of each business day.
