STATEMENT OF WORK
ELECTRONIC SECURITY SYSTEMS (ESS)
BLDG 31434
1.0 SCOPE
This Statement of Work (SOW) is to provide Intrusion Detection System (IDS), Automated Entry Control Systems (AECS), Closed Circuit Television (CCTV), and installations at the Naval Air Warfare Center Weapon Division (NAWCWD) China Lake and Point Mugu to be in compliance with DoD 5200.01 Volume 3, DoD Information Security Program, Protection of Classified Information and OPNAV INST 5530.14E, Navy Physical Security and Law Enforcement Program.
When provided to designers of records it will not have quantities filled out and is intended to be used as a guideline or template to assist them with their design. Note, not all parts listed may be required.
1.1 BACKGROUND
The NAWCWD Security Department’s mission statement is to provide guidance to the work force on the proper handling, safeguarding, destruction and transmission of classified and controlled unclassified information.
2.0 APPLICABLE DOCUMENTS
Throughout the life of the contract, if any instruction or document is replaced or superseded, the replacement of superseding instruction or document will be updated and applicable in this SOW. In the event of a conflict between the text of this SOW and the applicable documents cited herein, the text of this SOW shall take precedence. Contractor is responsible for obtaining all appropriate documents. Nothing in this SOW, however, shall supersede applicable laws, codes and regulations unless an exemption has been obtained.

3.0 ELECTRONIC SECURITY SYSTEMS (ESS) REQUIREMENTS
3.1 The Contractor shall coordinate the installation and test work schedule with the Government Technical Point of Contact (TPOC) prior to beginning the work to ensure that the Government has adequate time to schedule the installation and test. Contractor shall complete the installation of each system.
3.2 The Contractor shall use existing conduit or provide new conduit to conceal all wiring from the panels and devices to above the ceiling or between panels. All installation cable above suspended ceiling must be supported to protect from being damage in accordance with NFPA 70 National Electric Code. All projects meeting ICD705 shall have all wires installed in conduit.
3.3 The Contractor shall provide connection to the electrical power for all new components of the Electronic Security System (ESS) with a dedicated surge suppressor. The contactor shall require a dedicated power source from a circuit breaker panel for the ESS systems for all new construction. If this is an existing building, the contractor shall tap an available outlet or other power source to provide the required power after confirming the circuit has the capacity for the additional electric load. All electrical work must comply with NFPA 70 National Electric Code. The circuit must be proper-labelled displaying circuit breaker information on the 110VAC J-box termination and/or equipment panels. Unless otherwise noted all ACS and CCTV shall have a minimum of 4 hours of battery backup, IDS requires 24 hours of battery backup.
3.4 The Contractor shall ensure all panels are installed within 6 feet of the floor in a location designated by the TPOC, deviating from this is only allowed with written approval of the government TPOC. In all cases, the panel must be safely accessible from 3 feet above the floor up to 10 feet after all furniture is in the space. All panels, keypad, network switches and other equipment with the exception of the AECS entry keypad/card reader will be installed on the secure side of the door. All panels, power supplies, and expansion equipment shall be labeled. All devices shall be labeled with the zone numbers and the wire in the panel and expanders shall be labeled with the device location. Example, a motion sensor will be labeled with zones 501/502, the wire in the panel labeled room 300 Southwest motion sensor. Or door contact labeled 541/542, wire in the panel labeled room 300 west rear door.
3.5 The Contractor shall provide and install a new fire rated unpainted backboard for mounting the control and power supply whenever the space is available. The contractor will label all installed wiring at both termination points and electrical circuits for installed equipment. The Contractor shall mount new control panels, expansion panels and power supplies to a wall near existing power sources between three and six feet of the floor designated by the TPOC. Any alternate location of the panel must have prior approval from the TPOC but all cases the panel must be safely accessible from a 6 foot step ladder after all furniture is in the space. The Contractor shall ensure the backboard, if used and all equipment installed on concrete masonry walls will be installed with anchors designed for masonry, all equipment installed on drywall will be installed with toggle type anchors. Equipment installed on wood will be installed with sharp crested, coarse, widely spread threaded wood screw, and drilled and tapped machine screws or sheet metal screws fasteners for equipment install on metal surfaces.
3.6 The contractor shall provide a “look ahead” installation schedule, depending on the scope of the project this can be daily, weekly or longer depending on the scope of work.
3.7 The Contractor if performing a retrofit shall fill all holes in the walls where equipment was mounted by filling in with spackle or caulking on gypsum walls. The Contractor shall provide wall plates for open holes with recessed boxes.
3.8 The Contractor shall provide documentation for wiring and device locations with a basic sketch on a floorplan drawing of the space with the devices and general wire locations marked on the drawing to the government.
3.9 The Contractor shall provide completed programming sheets to the government TPOC.
3.10 The Contractor shall participate in a walk through for each system after installation with the Government TPOC, any discrepancies will be noted on a punch list. If there are any punch list items, the contractor shall re-walk each system after correction with the Government TPOC. The punch list items will be corrected by the contractor prior to final acceptance.
3.11 The contractor shall provide a parts list of all items to be installed. The country of origin for parts to be installed may be requested and for some projects we may not accept products from prohibited countries.
3.12 The contactor shall install an electrical gutter above the panel for installations involving IDS and ACS when possible. Exceptions shall be approved by the government TPOC.
3.13 The contractor shall maintain all RF shielding per ICD705 guidance including but not limited to not penetrating the perimeter wall shielding in a method that will degrade the RF shielding. Wave guides will be created for any penetrations. Unless authorized by the government TPOC all cables leaving the space will be fiber with media converters if needed.
3.14 Any penetrations to “Farraday Cage” walls will require filters (if copper) and wave guides per the manufacturer of the Farraday requirements. The contractor is responsible for ensuring that the integrity of the cage is not compromised or degraded by any work they perform.
3.15 The ESS systems are to be treated as independent systems requiring separate junction boxes at the devices and independent door contacts/BMS switches. The main trunk lines of conduit and the electrical gutters may be shared. The two contacts shall be installed far enough apart for the two magnets to not affect the other switch, typically this is at least a 2” separation.
3.16 The contractor shall install EMT or rigid conduit on the wall surface to protect all cabling. Conduit and junction boxes may be shared with all the low voltage ESS except the door(s) BMS junction box shall be independent with a tamper switch wired in series with the BMS tamper switch. After this junction box a second junction box for the ACS may be added to the path back to the electrical gutter above the panels.
3.17 120VAC connections shall be installed through the enclosure wall per the manufacturer’s installation requirements and at a knockout location closest to the connection to the motherboard of the power supply. In no case will 120VAC be installed in enclosures with low voltage only, example the DMP alarm panel.
3.18 Electrical cables leaving the boundary must have RF filters to maintain the RF shield requirements in ICD705. Alternatively, the contractor may use fiber optic cable with media converters as needed.
4.0 INTRUSION DETECTION SYSTEM (IDS) REQUIREMENTS
4.1 The Contractor shall utilize Digital Monitoring Products (DMP) products for the IDS control panel, keypad, zone expanders, and battery wire harnesses. The Contractor shall provide all other associated parts as necessary to complete a new or updated Intrusion Detection System (IDS).
4.2 The Contractor shall provide an IDS system that includes a new DMP XR-550 DEA-G encrypted alarm panel with attack resistant enclosure, DMP expansion modules as needed to support individual zones for each detection device and associated tamper, keypad, and transformer. The Transformer must have a cover box with a tamper switch. The power wire between the transformer and the panel will be at least 18 AWG. The Contractor shall provide UL Listed Level 2 balanced magnetic switches (BMS) and motion detectors as indicated in section 4.5 or on drawings (if provided by the government)
4.3 All devices and wiring will be labeled with zone descriptions at the panel and zone numbers on the wire at the devices. Each device will be wired to a separate odd numbered zone on the panel or expander. Each device tamper will be wired to the even number zone after the device.
4.4 The Contractor shall wire all devices (when possible) from the detection device to the panel to ensure the system is being monitored in a disarm state. All detections circuits shall be wired to the open loop switch with the resister installed in parallel at the device. The panel will be programmed to report a trouble in the disarmed open state under the action tab. Resistors will not be installed in the panel, except panel tampers. All tampers and detectors that are only available in a closed loop configuration will be wired with the resistor in series at the device.
4.5 The Contractor shall install motion sensors in all areas to obtain a minimum of 4-steps detection of movement within boundary area, except bathrooms and kitchen areas. The Contractor shall provide at least 6 conductor 22 gauge wires for each motion sensor. Wire the red/black for power, green/white for device/zone, and blue/brown for tamper. The Contractor shall make sure all light emitting diodes (LED) lights are turned on all motion sensors. The Contractor shall ensure all detection devices are installed in a location designated by the TPOC. The detectors shall be installed between 7 feet and 10 feet from the floor or as determined by the government TPOC. In all cases, the detection devices must be safely accessible no higher than from a 10-foot stepladder after the fixtures and furniture is placed in the space, high ceilings will require a pendant or wall mount. Wall mount detectors are acceptable when room conditions inhibit the use of ceiling type detectors. The 360 ceiling motion detector is preferred.
4.6 The Contractor shall use UL level 2 balanced magnetic switches (BMS) on all perimeter doors/openings that have pry and magnetic supervision as required to meet the appropriate security regulations. BMS and supervision circuit shall be wired on separate zones. The contractor shall provide at least 4 conductor 22 gauge wires for each BMS switch. Utilize red/black for device/zone and green/white for tamper. Each door or pair of double doors shall have an exclusive junction box with a tamper on the cover for the BMS splices. All BMS switches shall be installed per manufacturer’s instructions with the appropriate brackets. RF and STC both require seal-saver brackets for outswing doors, or installer must follow the door/frame manufacturer installation instructions. Must keep 2” separation from CAC door sensor to prevent interference.
4.7 The Contractor may wire together the cover tamper switch associated with or next to a device with the zone tamper on that zone. For example, the j-box cover tamper and BMS tamper switch maybe wired together in series, this is the only case where devices or tampers may be daisy chained. Any subsequent tampers shall be wired to new zones. For standardization, the Contractor shall ensure that all device zones are odd numbers and the even number above it to be the tamper zone, each device must be wired to individual panel/expander zones. Expansion zones should be wired to the LX bus starting with zone 501, 601, 701, 801, or 901. Example entry door BMS zone 1, entry door BMS tamper zone 2, or entry motion zone 503 entry motion tamper zone 504. In some cases, expansion zones may be added to the keypad bus with government TPOC approval. Zones 9 and 10 are reserved for monitoring the ERN power supply. If a single zone is added, example a tamper/duress switch than the next even number zone shall be skipped. Example wired to zone 525 than zone 526 would be skipped as there is not a tamper on a duress switch. All cover tampers for expanders and auxiliary enclosures will be placed on zones at the end of the expander group.
4.8 The Contractor shall ensure that the ERN power supply, Zone Expander panel, IDS panel, all removable j-box covers, or any other type of box with wire splices shall be installed with tamper switches. Any j-boxes with tampers not at a device shall be wired to a separate even number zone.
4.9 The Contractor shall ensure that all tamper zones shall be programed as a 24-hour Night Zone. For any other zone beside an entry/exit zone shall be Night (NT) Zone.
4.10 The Contractor shall provide all basic IDS panel programming including initial startup of programming, zone type, basic names, and zone actions; and other work as required to complete the system installation and perform local system test. The Contractor shall not program any codes other than the factory-supplied codes into the panel. Zone names will use compass locations or door numbers not right and left and use motion sensors and doors in the names not PIR and BMS. The contractor shall not place any lockout codes, operating codes in the panel or alter the user profiles. Only government personnel will perform final programming, this includes encryption key, and under no circumstances is the contractor to know or possess the encryption key. Once the encryption key is entered in to the system, the contractor will not program the system using a computer connection.
4.11 The Contractor shall provide all Emergency Response Network (ERN) equipment for installing the Life Safety ERN power supply, and Fortinet fiber router. The Contractor shall ensure that all ERN power supplies, and any other auxiliary power supply used shall be wired for AC/DC power supervision on a separate zone on the IDS, typically zones 9 and 10 on the DMP alarm control panel.
4.12 The NAWCWD standard communication format utilizes a fiber network. The Contractor shall be or utilize a UL Listed Network contractor for Fortinet equipment. This contractor shall be approved by the Navy Region Southwest Regional Dispatch Center or NRSW RDC to program the network connection to the existing (NRSW RDC) owned alarm receiver equipment in accordance with Section 2.0. They shall verify all systems have connectivity on the Government ERN network. The Government will provide fiber for alarm network communication. The Contractor shall provide network programming and troubleshooting to ensure the alarm systems is communicating on the ERN network. Buildings with multiple alarm panels may require a DISA APL network consolidation switch, this will be determined during the design phase.
4.13 The Contractor shall provide batteries to supply a minimum of 24 hours of standby or backup power for all powered IDS devices. Typically, DMP panel will have two each 12-volt 8 amp/hour batteries with the battery harness. One or two 12-volt 8 amp/hour batteries for the auxiliary power supplies. Two 12-volt 8 amp/hour, or 18 amp/hour batteries for the ERN power supply is normally adequate, but contractor shall calculate and confirm backup power requirements for all installed systems.
4.14 The Contractor shall perform a system test for the IDS panel and all detection devices including all tampers. The Contractor shall verify the system functions as required per regulations and standards addressed in 2.0. The Contractor shall participate in a walk through after the system is installed with the Government TPOC, if any discrepancies are found a punch list will be created. If a punch list is created, the Contractor shall re-walk the system with the Government TPOC and ensure all items listed in the punch list are completed before acceptance of that system will take place.
4.15 The Contractor shall remove all unused, old wiring, and/or incorrect IDS components when applicable.
4.16 The Contractor shall be a UL2050 certificated installing company or be capable of providing a UL2050 certificate from an authorized partner ensuring the system is installed to meet UL2050 standard excluding the monitoring and response if requested. This certificate when requested will be provided at no additional cost to the government if the contractor is not a UL2050 certificated company.
4.17 The Contractor and onsite installing lead technician(s) shall be DMP factory trained. The company shall hold a valid State of California Alarm license or provide documentation of installing alarms for at least three years.
4.18 The Contractor shall provide proof of at least three prior government contracts installing DMP alarm systems with five references.
5.0 AUTOMATED ENTRY CONTROL SYSTEM (AECS) REQUIREMENTS
5.1 The Contractor shall utilize Hirsch controls and ScrambleProx keypads compatible with government issued CACs for the installation of the AECS. The Contractor shall provide all other associated parts as necessary to complete a new Automated Entry Control System. System shall include backup batteries to maintain the system for a minimum of 4 hours, some systems if requested will require additional back up power.
5.2 The Contractor shall provide all electrical and control wiring for a complete hard wire system. All wiring will be labeled with identifying tags at both the originating end and the device end.
5.3 The Contractor shall install Hirsch smart ScrambleProx pad/reader to meet height requirements for ADA and local requirements in angled front mounting box, except vehicle gates.
5.4 The Contractor shall use Hirsch 8336ABTR000 uTrust TS ScrambleProx readers, for outdoor applications they must be installed in weather resistant enclosure. The Hirsch 8332ABTR000 may be used with prior authorization from Govt TPOC. For standardization, readers will be wired with RS485 2 pair shield white jacket wire. Reader wiring: Red wired to + (PWR) terminal, Black wired to GND (ground) terminal, Green wired to RS485- terminal, White wired to RS485+ terminal, Shield wired to Shield (S) terminal. The Hirsch new uTrust 8332ABTR000 and 8336ABTR000 OSDP card readers can ONLY connect to the RREB Reader Expansion board. The RS-485 Readers Expansion Board (RREB) is the component of Hirsch's end-to-end FICAM solution which provides eight independent RS-485 communication ports, for fast processing of PIV or PIV-I credentials at FICAM-compliant smart card readers (which are part of a physical access control system) using the bi-directional Open Supervised Device Protocol (OSDP). Each port is capable of supporting a door with both an entry reader and an exit reader. Example Wiring Diagram for an RREB Page 2-29 DIGI-TRAK Design and Installation Guide M1219. Card readers only are not allowed.
5.5 The Contractor shall install a MELM 3 door module within 10 feet of the door, request to exit switch, and door position switch for each access controlled door. The Contractor must demonstrate the AECS door generates accurate signals for door open to long, force entry, request to exit, access denied, and access granted. The MELM 3 module cable will be 18-2 shielded, white jacket. For standardization, the MELM 3 module will be wired as follows: Red of the 18-2 shielded wire to White of the MELM 3 module and the Black of the 18-2 shielded wire to the Black of the MELM 3 module and must be enclosed in a J-box above the door/ceiling. Shield wire shall be connected to the appropriate terminal at the door controller. The contractor will perform testing with Government TPOC personnel to ensure all events are reporting properly.
5.6 The Contractor shall provide and install a request to exit (REX) switch at all entry reader doors. For standardization, the REX switch shall be wired to the MELM 3 module with 22-4 cable wired as follows: Green and White of the 22-4 cable to the Blue pair of the MELM 3 module. If the REX requires power to operate then, the Red and Black of the 18-2 cable coming from the head end power supply is wired to the Red and Black of the 22-4 cable going to the REX sensor.
5.7 The Contractor shall install a door position switch on every controlled door specified by TPOC. For standardization, the door position switch shall be wired with a 22-4 cable to the MELM 3 module, wired as follows: Red and Green of the 22-4 cable to the Orange leads of the MELM 3 module.
5.8 The Contractor shall splice together the green pair (tamper) wires on the MELM3 module if not used.
5.9 The Contractor shall install and wire a tamper switch at each Hirsch door panel and power supply enclosure/s. The Hirsch door panel tamper switch shall be connected to the on-board tamper circuit. The tamper switch of each power supply shall be wired using a MELM2 on the AEB8 input. For standardization, the tamper switch of each power supply shall be wired with a 22-4 cable to the MELM 2 module, wired as follows: Red and Green of the 22-4 cable to the Orange leads of the MELM 2 module. Tamper switches shall be programmed as a 24 hour point/instant alarm. The tamper switch shall trigger an alarm on Velocity software.
5.10 Any devices or enclosures without a built-in tamper mounted on the exterior of a space/building shall be provided with a tamper switch. For standardization the tamper switch shall be wired with a 22/4 cable, wired as follows: Red and Green of the 22-4 cable from the tamper switch to the green leads of the MELM 3 module of the controlled access door.
5.11 The Contractor shall supply a separate UL listed auxiliary power supply for lock power. It must be wired to monitor AC and DC power on an alarm expansion board input utilizing a MELM 2 module. For standardization, the power supervision of each power supply shall be wired with a 22-4 cable to the MELM 2 module, wired as follows: Red and Green of the 22-4 cable to the Orange leads of the MELM 2 module.
Note: Tamper Switch of Power Supply Enclosure monitoring is going to Input#1 of expansion board; AC Power monitoring is going to Input#2 of expansion board; Backup Battery monitoring is going to Input#3 of expansion board.
5.12 All new electrified locking hardware shall be installed with a 24VDC rated equipment. Motorized latch retraction is preferred for exit devices. All new locks shall utilize 7-PIN SFIC (Best Compatible) construction keying with control keys. Finish cores to be installed by the government and existing locks to be returned to the government. All door trim will have door lever style handle unless specified.
5.13 All lock power cables will be at minimum what is specified by the lock manufacturer and/or 18-2 wire gauge minimum.
5.14 The Contractor shall perform a system test for each AECS system. The Contractor TPOC shall verify each system functions as required per regulations and standards addressed in 2.0. The Contractor shall participate in a walk through after the system is installed with the Government TPOC, if any discrepancies are found a punch list will be created. If a punch list is created, the Contractor shall re-walk the system with the Government TPOC and ensure all items listed in the punch list are completed before acceptance of that system will take place.
5.15 The Contractor shall remove all existing AECS system components being replaced when applicable.
5.16 The Contractor shall be a Hirsch Certified Dealer and provide supportive documentation of training for the onsite installing lead technician.
5.17 The Contractor shall provide proof of at least three prior government contracts installing Hirsch access control systems with five references.
5.18 The FF-L-2890 installing contractor technician shall be factory trained and certified for installing the lock system. (Lockmasters, LKM10K series; Sargent & Greenleaf, 2890 series; and X-10 locks). Install by manufacture specification, 43” panic bar height.
6.0 Closed-Circuit Television (CCTV) – NOT REQUIRED
6.1 The Contractor shall provide all other associated parts as necessary to complete a new Closed-circuit Television system.
6.2 In all cases, the panel and power supplies must be safely accessible from the floor up to a 6-foot stepladder after all furniture is in the space.
6.3 Camera and monitor locations will be determined by Government Representative. Cameras and monitors shall not have built in wireless technology. Final camera adjustments shall be conducted with Government Representative.
6.4 All CCTV systems covered by this SOW are for door monitoring only. These systems will normally be analog (Coax) or non-IP based communication. IP based systems used only for door monitoring must be specifically approved by the government prior to installation. Process and safety cameras including door monitoring required by the end user/customer may be IP based provided the system is designed in consultation with the customer.
6.5 Contractor shall supply a doorbell system when required if others do not supply a telephone.
7.0 Warranty Period
7.1 The Contractor will respond and correct warranty issues within three business days pertaining to the work provided by this contract for one year from the contract exception date. The Contractor shall also provide manufacture warranty on all material installed as part of the system/s.
8.0 Miscellaneous
8.1 The performance of the contractor and the quality of work delivered shall be subject to in-process review and inspection during performance. Inspections shall be accomplished by the TPOC who shall be permitted to observe work or conduct inspections at all reasonable hours. Inspection by the TPOC of services rendered does not relieve the contractor of any responsibility of failure to meet contract requirements, which may be disclosed prior to final acceptance.

8.4 The contractor shall immediately notify the Contracts Office and TPOC of any problems causing increased scope or cost, delay, or work stoppage. Work shall not proceed without authorization from the Contracting Officer. Final inspection and acceptance of the deliverables shall be performed by the TPOC.
9.0 Security
Contractor will be required to obtain credentials through DBIDS in accordance with Commander Navy Installations Command and NAWS China Lake access control procedures. This may require a Tier 1 background check prior to access being granted to the base. They will be escorted in the restricted area facility by NAWC employees who are familiar with the work to be done.
Contractor will be prohibited from bringing any cell phones or other electronic data systems on to the construction site or job site area.
All installation and maintenance shall be accomplished by U.S. Citizens who have been subjected to a trustworthiness determination per SECNAVINST 5510.30B. The contractor will not require access to any Classified Material Information (CMI) in support of this contract and a Department of Defense (DoD) Contract Security Classification Specification (DD Form 254) will not be required. The security requirements specified herein shall apply to the contractor and all subcontractors. The contractor shall comply with all applicable Government security regulations. The contractor shall implement and maintain security procedures and controls to prevent unauthorized disclosure of Controlled Unclassified Information (CUI) and to control distribution of CUI. Contractor shall not store or transmit CUI on personal information technology systems or via personal email.
As a condition of employment, Contractor personnel performing duties under this contract shall be processed through the Naval Air Warfare Center, Weapons Division (NAWCWD), and China Lake Personnel Security Office for a National Agency Check with Written Inquiries (NACI) investigation. NAWCWD Command Security Manager (CSM) shall be made aware of any contractor personnel who have an investigation with an action pending, eligibility has been administratively withdrawn or pending, withdrawal of interim clearance eligibility, eligibility of no determination made, or final denial or revocation of security clearance eligibility. Contractor personnel who lose their eligibility for CUI access will not have access to any federal government restricted areas or facilities. Contractor service support personnel who do not require access to any CMI in performance of this contract but are assigned to sensitive national security duties shall require the appropriate tiered investigation in accordance with Federal Investigative Standards. Contractor personnel working on a federal installation in support of this contract shall report to the NAWCWD CSM any adverse information or circumstances of which they are aware pose a threat to the security of DoD Personnel, contractor personnel, resources, and unclassified defense information. For all work performed aboard NAWCWD the contractor shall comply with the provisions of the local command regulations. Contractor employees shall comply with local base procedures for entry into any federal installation controlled or restricted areas and shall cooperate with any preliminary inquiries conducted by NAWCWD CSM regarding inquiry into significant command security weaknesses.
All work shall be performed in accordance with Department of Defense (DoD) and Department of Navy (DoN) OPSEC requirements per the National Security Decision Directive 298, DoDD 5205.02E, DoD OPSEC Program, DoD 5205.02-M, DoD OPSEC Program Manual, OPNAVINST 3432.1A DoN Operations Security, and any specific Command Security Program Regulations.
Any controlled unclassified information pertaining to this contract shall not be released for public dissemination, including posting to any social media sites such as Facebook or Twitter, unless it has been approved for public release by appropriate U.S. Government authority. Proposed public releases shall be submitted for approval prior to release through Commander, Code D113100, Naval Air Warfare Center, Weapons Division, 1 Administration Circle, STOP 1301, China Lake, CA 93555-6100.
Prior to any involvement in the execution of this contract by a foreign owned or controlled entity, international organization, or foreign government, the contractor must be in compliance with the ITAR 22 C.F.R 120-130. The United States Government reserves the right to deny official and unofficial visit requests by foreign persons to United States military facilities.

Below is a template to be used during design, not all parts listed will be needed, this template is provided as guidance. Mandatory parts are listed and at minimum includes wire, conduit, batteries and surge suppression, electrical gutters for medium and larger systems. IDS requirements: DMP XR550DEA panel with associated equipment, the Fortinet router with Life Safety power supply, BMS door contacts, single technology motion sensors to provide 4 steps of coverage in all areas within the boundary as noted above and an auxiliary motion power supply for more than ten motion sensors or where current draw is greater than 200mA. Access control requires a Hirsch MX controller, FICAM ready ScrambleProx readers with insert capability, and associated Hirsch equipment with an auxiliary lock power supply, door position sensors, and electrified locks with built-in REX attached to MELMs.

The 8336ABTR000 CAC reader shield wire needs to be grounded to the ground terminal on the RREB expansion board and or to the S-terminal on the main board. OSDP Reader 12VDC power prefers to be terminated at the main board (Wiegand Terminal’s + / G).
