About this file

This is an Addendum No. 1 to contract ESG 3-22 for the City of Green Bay, Wisconsin, addressing roof tear-off and replacement services. The original contract completion date is September 30, 2022. The addendum responds to contractor inquiries regarding material acquisition timelines, labor availability, and installation logistics. In response to concerns about material lead times preventing completion by the contract deadline, the City authorized a phased approach whereby contractors may install temporary roof provisions to ensure a watertight condition through winter, with the full roof replacement to be completed in spring 2023. Temporary provisions must be installed by September 30, 2022 and are considered incidental to the contract costs.

The addendum clarifies technical specifications for rooftop unit electrical conduit flashing, wall flashing details, and penetration sealing requirements, directing contractors to follow manufacturer recommendations for watertightness. Contractors must remove and reseal existing in-wall counterflashing per detail A3/A100. Material storage and staging areas are to be coordinated during the construction phase but must not impede building ingress and egress. Liquidated damages provisions remain in effect, though the City indicated it will address material lead time issues on a case-by-case basis.

ESG 3-22 OFFICE REROOF

THE FOLLOWING ARE RESPONSES TO CONTRACTORS’ QUESTIONS:

1) Contract completion date is 9/30/22. The Contractor’s had a great deal of concern with material acquisition in that time frame stating they may not even have materials for the job come October. Is there a possibility the roof could be temporarily repaired to a sealed condition this fall to get through the winter with full reroof come spring? / Will liquidated damages be waived due to the material availability issues in the market. / Our material market has been very challenging, with some products being out a year from date of order. If this is something that could be repaired and held over till spring, we may have some availability. Also, (we) are facing a busy schedule with a short labor force.

The City will address material lead times on a case by case basis. In the event material lead times prohibit installation of the new roof by the contract completion date, the Contractor shall provide repairs or provisions as necessary for a watertight roof until the new roof can be installed. Temporary provisions shall be installed by September 30, 2022 and maintained until the installation of the new roof. Temporary roof provisions shall be considered incidental to the contract.

2) Roof top units’ electrical conduit/flashings: Contractor expressed concern with warranty and watertightness with electrical conduits for roof top units and vertical rubber roof.

Contractor shall flash/seal penetrations as recommended by the manufacturer.

3) Wall flashings A3/A100. Contractor expressed concerns with the existing counter flashings and if they should have new sealant applied to ensure water is not getting in at the seams.

Per detail A3/A100, Contractor shall seal existing in-wall counterflashing as required. This shall include removal of existing sealant and cleaning of substrate.

4) Material storage/crane. Question about staging area.

Material storage and staging areas shall be coordinated at time of construction. Storage and staging areas shall not infringe upon building ingress/egress.
