About this file

This document is a Notice to Contractors for a Texas Department of Transportation (TxDOT) project to construct 30'x60' fabric salt sheds at two maintenance facility locations in the Paris District, specifically in Greenville, Texas and Mt. Vernon, Texas. The project, identified as RFC 011859-24-02 and 011859-24-03, has an estimated cost of $260,000 and requires a $5,000 bid guaranty/bid bond. A mandatory pre-bid meeting is scheduled for April 2, 2024 at 9:00 AM CT at the Greenville site, followed by site visits at 10:30 AM and 1:00 PM CT the same day. Requests for information are due by April 8, 2024, and bids are due by May 8, 2024 at 1:00 PM CT to the TxDOT state headquarters in Austin.

The project involves the construction of two fabric salt storage sheds, each 30'x60' in size, with concrete slabs and 8-foot walls. Bidders must bid on all items as specified in the plans and specifications. The contract will not be awarded to any contractor, firm, or subcontractor currently debarred from bidding on TxDOT projects. TxDOT reserves the right to reject any and all proposals. If the project estimate and/or contractor's estimate is $100,000 or greater, the use of Historically Underutilized Businesses (HUBs) is mandated, and a HUB Subcontracting Plan must be submitted with the proposal.

1. Site erosion and sediment control shall be the responsibility of the contractor. Contractor shall create an erosion and sediment control plan and submit to Owner for approval prior to beginning work.

a. All material to meet Filtrexx specifications.

b. Siltsoxx compost/soil/rock/seed fill to meet application requirements.

c. Siltsoxx is for minimum slopes. Greater slopes may require larger rock

d. Compost material to be dispersed on site, as determined by Owner.

2. Any import or select fill shall be an approved inorganic material, free of debris. Select fill material should have a maximum Plasticity Index (PI) of 17 and have a maximum particle size of three (3) inches.

3. Contractor shall locate and identify any underground utilities or obstructions in the vicinity of the building pad.

4. Existing asphalt and any soft/loose materials shall be stripped and removed from the proposed building footprint to allow for a uniform and level surface.

5. Following stripping operations, the floor slab area shall be excavated, as necessary, an additional 12 inches minimum below the building foundation.

The excavation areas shall extend a minimum of three (3) feet beyond the horizontal limits of the proposed building footprints.

6. Following excavation, the exposed subgrade areas shall be proof-rolled to expose any weak, soft, wet, or otherwise unsuitable soils that should be removed.

7. Following proof-rolling, the exposed subgrade soils shall be scarified to a depth of six (6) inches, moisture conditioned between -3 and +3 percentage points above optimum moisture content andcompacted to at least 95 percent of the maximum dry density as determined in accordance with Tex-114-E.

8. Following approval of the subgrade, the select fill shall be placed up to the desired final building pad elevation. In no case shall the select fill material be less than 12 inches thick. The select fill shall be placed in eight (8) inch maximum thick loose lifts. The select fill shall be moisture conditioned between -3 and +3 percentage points of optimum moisture content and compacted to a minimum of 95 percent of the maximum dry density as determined in accordance with Tex-113-E for gravelly select fill and Tex-114-E for select fill without gravel.

9. Provide a 10 mil polyolefin vapor retarder. Place vapor retarder in accordance with manufacturer's recommendation on top of select fill.

3. Holes left from wall forms shall be filled with a non shrink grout or approved material.

FOUNDATION

1. If bearing soils are softened by surface water intrusions during exposure or by desiccation, the unsuitable material shall be removed from the foundation excavation prior to placement of concrete.

2. Minimum allowable soil bearing pressure shall be 1500 psf. To be verified by the contractors geotechnical engineer.

CONCRETE REINFORCING

1. Reinforcing steel shall be in accordance with ASTM A615, Grade 60.

2. Detailing of reinforcing steel shall conform to the American Concrete Institute Detailing Manual.

3. All hooks and bends in reinforcing bars shall conform to ACI detailing standards unless noted otherwise.

4. In unscheduled beams and slabs, detail reinforcing as follows:

a. Lap top reinforcing bars at mid span.

b. Lap bottom reinforcing bars at the supports.

c. Lap reinforcement bars the standard lap length unless noted otherwise.

d. Provide standard hooks in top bars at cantilever and discontinuous ends of beams, walls and slabs.

e. Provide corner bars for all horizontal bars at the inside and outside faces of intersecting beams or walls. Corner bars are not required if horizontal bars are hooked.

5. Steel reinforcement shall not be stabbed into place

6. Welding of reinforcing steel will not be permitted.

6. Heat shall not be used in the fabrication or installation of reinforcement.
