About this file
This document is a Request for Information (RFI) issued by the Texas Department of Transportation (TxDOT) regarding 3rd party utility invoice processing services. TxDOT is seeking information on industry standards, best practices, potential performance measures, cost structures, and pricing methodologies for services to monitor utility usage, resolve billing issues, and handle the monthly receipt and conversion of utility statements into payment files. Respondents are encouraged to provide a short description of their solutions and address TxDOT's specific information requests related to invoice receipt, image processing, account management, usage reporting, payment processing, and integration capabilities. The RFI also requests information on recommended implementation best practices, configurable versus non-configurable functionality, transaction monitoring and reporting tools, data governance measures, and approach to solution support. Responses are due by March 27, 2024, and TxDOT may choose to meet with vendors to request demonstrations or clarifications.
The RFI does not commit TxDOT to any future procurement and respondents will not be compensated for their participation. However, TxDOT advises that any responses received may be made publicly available and respondents expressly waive any right to contest such disclosures. The RFI is seeking information to potentially support a future contract opportunity for utility invoice processing services that would serve multiple Texas jurisdictions, including Travis County and the City of Austin.
