About this file
This document is an Addendum to a Request for Qualifications (RFQ) issued by the Office of Capital Projects (OCP) of The University of Texas System Administration for Construction Audit & Miscellaneous Audit Services. The RFQ, numbered OCP AUDIT 24, seeks qualified respondents to provide these services. The current Capital Improvement Program includes 73 projects valued at over $8.7 billion, with OCP conducting audits on every capital project, estimating 10-12 audits per year on average. The RFQ response is due on March 29, 2024, at 2:00 pm. The addendum provides clarifications to written inquiries, including the size of the capital improvement program, access to past and present capital improvement programs, the estimated number of audits per year, typical audit costs, and the importance of local knowledge of The University of Texas campuses.
The addendum also addresses questions regarding the need for licensed professional engineers and/or architects on the respondent's team, regulatory and code compliance requirements, availability of sample agreements, access to policies and procedures for monitoring and tracking expenditures, and the flexibility to include examples from the private sector. Additionally, it confirms the minimum project value threshold of $10 million to engage audit services, and that there are Indefinite Delivery Indefinite Quantity (IDIQ) contracts in place for these services, with projects awarded on a project-by-project basis at the discretion of the Project Manager.

ADDENDUM No. 1
The following information is issued to change, clarify, supplement or further explain the above referenced RFQ. This information shall supersede and take precedence over the information contained in the RFQ in the event of a conflict.
In response to written inquiries, the following clarifications are issued:
Question #1: What is the size of the capital improvement program (number of projects and funding per year)?
Response #1: The current Capital Improvement Program 2024-2029 includes 73 projects valued at
$8,795,145,413.82.
Question #2: Can you provide access to the current CIP document?
Response #2: Access to past & present capital improvement programs can be found at https://www.utsystem.edu/offices/capital-projects/capital-improvement-program
Question #3: How many audits does the OCP envision conducting per year?
Response #3: OCP conducts audit on every capital project. Auditors are involved at multiple stages during the project, so the average estimate is 10-12 audits per year. Conservative estimate is 4-5 audits per year. This number does not include audits conducted under the terms of sister agreements at any of The University of Texas Institutions.
Question #4: What does OCP envision will be the typical cost for an individual audit?
Response #4: Individual audit costs can range anywhere from less than $10,000 to higher than
$100,000 depending on the audit scope and project requirements. This figure does not include audits conducted under the terms of sister agreements at any of The University of Texas Institutions.
Question #5: Section 2.6.1 specifies it is desirable for respondents to have local knowledge of the
Campuses. Can OCP elaborate on what is meant by local knowledge?
Response #5: The University of Texas campuses are spread all over the state of Texas each with their unique campus & business environments. Urban campuses are different than the non-urban campuses & they in turn are very different from each other. Knowledge of how each region operates is what we meant by local knowledge.

Question #6: Will the OCP expect that the respondent to have licensed professional engineers and/or architects on the team (referring to Section 4.18)? Will the OCP weigh a respondent with these individuals more heavily?
Response #6: No. OCP is not expecting the respondents to have licensed professional engineers and/or architects on the team. But OCP is expecting the respondents to have Certified Public Accountants (CPAs) on the respondent’s team.
Question #7: Can the OCP specify the regulatory and code compliance requirements applicable for
CIP projects?
Response #7: Please refer to The University of Texas System Guide to Capital Project Delivery –
Governing Laws, Rules & Regulations at https://www.utsystem.edu/sites/capital-project-delivery-guide/governing-laws-rules-and-regulations
Question #8: Can the OCP provide a sample/standard agreement, including General Conditions, for a CIP project?
Response #8: Please refer to The University of Texas System Office of General Counsel’s Construction
Contracts/Solicitation Procurement Agreements at https://www.utsystem.edu/documents/docs/general-counsel-documents/2024/construction-contracts-and-solicitation-procurement-agreements
Question #9: Can the OCP provide access to Owner policy and procedures for monitoring/tracking expenditures (Section 1.3.3)?
Response #9: Owner relies on the individual contract terms to monitor/track expenditures. The
University of Texas System Controller’s office conducts internal desk audits on every invoice/payment application (payapp) before issuing payment.
Question #10: Is it imperative that all examples need to relate to Higher Ed, Research and Healthcare in the public sector? Does Life Science private development fall under Research?
Response #10: Though OCP prefers public sector examples, the respondents can include examples from private sector as well.
Question #11: Can you confirm size/magnitude of projects that require this service, so we can right size a team per location. Does the UT System have a minimum project value that requires engaging a specialized Audit Service to manage a project?
Response #11: Please see Response #3. The minimum threshold to be considered a major capital project that is included in The University of Texas System’s Capital Improvement Program and to engage audit services is $10M. The major capital projects in University of Texas System’s Capital Improvement Program can range anywhere from over $10M to over $1B dollars.
Question #12: Will the UT System reimburse consultant for air travel (within US), lodging, car rental expenses to attend meetings as requested.
Response #12: Please refer to Article 8 of the Exhibit A-Draft Technical Services Agreement_Audit for
Reimbursable Expenses.
Question #13: Is there currently an existing Construction Audit and Audit Services IDIQ in place? If so, could you please confirm who many persons (on average) from other consultants are actively working on this service within the UT System each month.

Response #13: There are Indefinite Delivery Indefinite Quantity (IDIQ) contracts for these services in place. The size of the individual audit teams working on a project at any time depends on the project requirements at that time.
Question #14: Will it be an issue to include people outside the State of Texas? They will have the ability to attend a monthly meeting in person as needed.
Response #14: The respondents can include people from outside the State of Texas.
Question #15: How do individual projects get awarded to each selected firm?
Response #15: As this is an Indefinite Delivery Indefinite Quantity (IDIQ) contract, the projects get awarded on project by project basis. Project will be awarded at the discretion of Project Manager with input from the campus & the project team.
