About this file

The document is a memorandum responding to questions regarding a Request for Proposals (RFP) issued by Integral Care, an organization in Texas, for a Learning Management System (LMS). The RFP specifies that the LMS must feature a robust content library covering various healthcare-related topics. Proposals unable to meet this requirement will fail the minimum requirements. The memorandum also clarifies that CPA-reviewed financial statements will be accepted in lieu of audited financial reports, and that all required documents, such as the CIQ and financial documents, must be included within the proposal, not as separate attachments. The related state and local contract opportunity involves the RFP for the LMS, with a submission deadline of 5:00 p.m. CST on March 29, 2024. The contract opportunity is open to Historically Underutilized Businesses, including Minority-Owned Businesses and Women-Owned Businesses, and covers the jurisdictions of Travis County and the City of Austin, Texas.

MEMORANDUM

TO:

All Persons/Entities That Have Received Integral Care’s February 16, 2024 Request for Proposals for a Learning Management System (“RFP”) FROM: Brody Ballard, Coordinator of Legal Services

RE:

Response to Questions Regarding RFP

DATE:

March 8, 2024

QUESTIONS/RESPONSES

Q1: My main question is around the fact that [our] LMS is not a content provider. We don’t come with content. We are a vehicle for content to be added from customers, from other content providers.

If that disqualifies us from consideration on this project, my team would like to know, so we don’t focus our time on the RFP.

A: Per Attachment A of the RFP:

“Proposer’s LMS must feature the following:

· Robust content library with content relevant to healthcare providers in the following areas:

· Mental health

· Intellectual and developmental disabilities

· Substance use

· Crisis response

· Healthcare compliance

· Child development

· Family interventions

· Call center training

· Work assistance programs

· Wellness

· Computer network security and Microsoft software

· Management skills” Proposals that are unable to meet this requirement will fail the minimum requirements of the RFP.

Q2: Regarding the financial requirement in the RFP for your new Learning Management System that states you require audited financial reports for the last 3 years, would an official Review or Compilation from our CPA satisfy that requirement?

A: Integral Care will accept CPA-reviewed financial statements. Please follow the process shown in the “EXCEPTIONS/SUBSTITUTIONS” section on page 6 of the RFP.

Q3: Regarding the documents required for the Proposal (for instance, the CIQ, financial documents, organizational chart, HUB certification, etc.), I want to be clear that they should be attached in order within the proposal itself and NOT as attachments at the end. Under PROPOSAL INSTRUCTIONS AND GUIDELINES, it clearly states to follow the format and sequence outlined for the response, and also that the only documents that can be attached (presumably at the end) are any additional materials to provide supporting information.

A: Yes, per the “PROPOSAL INSTRUCTIONS AND GUIDELINES” section of the RFP: “Proposers must prepare their responses to Sections I - V (below) in the format and sequence specified below. Respond specifically to each question posed. Do not simply make a general reference to any other document included with the Proposal….Proposer may attach additional materials as necessary to provide supporting information and details. Catalogs or brochures about Proposer’s services may be included as an addendum to the Proposal but not in place of specific responses to each item below. If the question does not apply to either Proposer or the Proposal, clearly mark “n/a”.”
