About this file
This document is an Addendum to a Request for Qualifications (RFQ) for a Construction Manager-at-Risk (CMR) for Project 24-205-LBH, a 2-step CMR process for a 50-bed maximum security facility in Lubbock, Texas. The RFQ was issued by the Texas Health and Human Services Commission (HHSC). The addendum includes responses to questions received, attendance rosters from pre-submittal webinars, and a HUB Subcontracting Plan (HSP) training presentation. The project will involve the design and construction of an approximately 85,000 square foot facility with various program spaces, outdoor areas, and supporting services. HHSC plans to have a Guaranteed Maximum Price (GMP) by the end of the design development phase or 50% construction documents. The CMR will be required to provide services to enable appropriate input and output from the Building Information Modeling (BIM) process.
The HSP training presentation covers the various subcontracting method options, required HSP pages, justification for self-performing work, Good Faith Effort (GFE) documentation, and other special reminders for submitting the HSP. Respondents must choose an HSP method and provide the necessary documentation. No HSP changes are allowed until after contract award. The HUB Coordinator can be contacted for active solicitation HSP questions.
