About this file

This document is an amendment to Request for Proposal (RFP) 24-042 for Municipal Court Collection Services issued by the City of Missouri City, Texas. The amendment incorporates an acknowledgment form, revises the published weights for the evaluation criteria, deletes the original scope of services and replaces it with a revised scope, and provides answers to questions submitted by potential bidders.

The revised scope of services outlines the City's requirements for the contractor, including handling electronic data files, using reasonable and ethical collection methods, coordinating with the municipal court, and maintaining confidentiality of information. Contractor compensation is based on a percentage of fines and fees collected, paid on a pro-rata basis as partial payments are made. The City makes no guarantee as to the number, type, dollar amount, or collectability of the outstanding cases. The contractor must meet certain performance standards, such as conducting minimum collection efforts, submitting timely reports, and maintaining cooperation with the court.
