About this file
This document is an Addendum to a Request for Proposal (RFP) issued by the Texas A&M University System (A&M System) on behalf of West Texas A&M University (WTAMU) for a digital billboard installation and operation opportunity. The RFP due date has been extended to January 31, 2024, and the Respondent must submit proposals electronically to the A&M System. The scope indicates that the sign may require approval by the City of Canyon, TxDOT, and other applicable authorities, though WTAMU notes they are a state agency and not bound by City regulations. Respondents may propose a size for the digital billboard, as the A&M System has not prescribed a specific size.
The opportunity is for a long-term ground lease on A&M System land for the installation and operation of a 2-sided, full-color, outdoor LED digital billboard. No other A&M campuses are known to have similar digital billboard arrangements. Pricing terms, set-asides, funding sources, and other financial details are not provided in the Addendum.

ADDENDUM NO. 1
Date: January 23, 2024
RFP Due Date: January 24, 2024 New RFP Due Date: January 31, 2024
RE: RFP01 SREO-24-189 – WTAMU Digital Billboard
Respondents shall acknowledge receipt of addendum(s) on the Execution of Offer (Exhibit A).
RFP Extension:
The due date of the RFP has been extended to Wednesday, January 31, 2024. The first sentence of Section
2.3 shall now read as follows, “All proposals must be received by the A&M System no later than 2:00:00 p.m. CST, January 31, 2024 electronically via email to soprocurement@tamus.edu with the subject line of “RFP01 SREO-24-189 – WTAMU Digital Billboard”.”
As such, the dates within Section 1.4 - Calendar of Events have been revised as below:
Deadline for Receiving Proposals January 31, 2024 Finalist Interviews (A&M System’s option) Anticipated the week of February 5, 2024 Selection of Respondent TBD
Questions/Responses:
1. Under “Scope” it says, “The sign may be subject to approval by the City of Canyon for a signage permit, approval by TxDOT and any other applicable approvals.” I have read the city of Canyon regulations and they don’t allow new billboards, or a digital billboard in the city. They do have signage specs that can be followed. So will WTAMU proceed with a proposal under these circumstances? Please explain. Note: WT has already allowed a small digital billboard donated by McDonalds that does offer off-premise advertising for McDonalds. Response: WTAMU does not have to abide by city regulations as we are a state agency and this is on A&M System property. WTAMU does work with the City and they have been made aware of this RFP.
2. No size for the digital is specified. Digital billboard sizes can range from a small 6’x12’ screen to a 14’x48’ screen size. Could you amend your proposal to give a size, or size range? Response: WTAMU is not prescribing a size. The Respondent may propose a size within the proposal response with the understanding that all final details will be negotiated with the awarded Respondent.
3. Do any of the other A&M campuses have any type of digital billboard arrangement? Response: None to our knowledge.
