About this file

This document is an Addendum to a Request for Quotation (RFQ) issued by the Texas Education Agency (TEA) for the Production of Braille Copy Materials for Texas Public Schools. The addendum provides responses to three questions submitted by potential vendors. Key details include: 1) TEA will allow vendors to identify any exceptions to the insurance coverage requirements during contract development, 2) the copyright information on braille labels should be limited to the copyright year and publishing company name, and 3) vendors can revise any discrepancies between the braille sample file and the physical braille sample prior to submission. The related state and local contract opportunity involves the awarded contractor(s) being responsible for copying, binding, shipping, and delivering braille instructional materials adopted by the State Board of Education, as well as any future materials approved through the Instructional Materials Review and Approval (IMRA) process or other TEA resources, for school districts in Bexar County and the City of San Antonio.

Texas Education Agency RFQ 701-23-018 Production of Braille Copy Materials for Texas Public Schools

Addendum 2, December 15, 2023

This addendum incorporates the following changes to the above-referenced solicitation:

I. Questions - The following questions and associated responses are hereby incorporated into the above-referenced solicitation:

1. QUESTION: In Attachment B, Contract Terms: Minimum Required Amounts of Insurance Coverage, Types of Insurance:

Technology/Professional Liability Insurance, and Intellectual Property Infringement, and Data Protection Liability Insurance (Cyber Liability), Statutory Limits is $5,000,000. Is this negotiable? We currently have $3,000,000.00 and wanted to see if this would be ok and have the contract to reflect the $3,000,000 or if the $5,000,000 mandatory?

TEA RESPONSE: TEA does not require vendors to change any thresholds of insurance coverages during the solicitation process until the awarding of the contract. Vendors are also allowed to identify any exceptions they have to the Terms and Conditions and the negotiation of those exceptions would take place during contract development.

2. QUESTION: Section 1.5.A.2 requests that Copyright Information should be included on the braille labels. Can you confirm that is something TEA wants, as some textbooks will have multiple lines of copyright information, which will make the braille labels very long?

TEA RESPONSE: Section 1.7.A.2 lists the requirements for braille labels. The copyright information should be limited to the copyright year and name of the publishing company only.

3. QUESTION: For the hard copy braille sample and the file provided, there is a page of braille that does not match the tactile. The tactile page number is 17, but it should read page 27. Please confirm that we can make this revision before producing the sample?

TEA RESPONSE: Yes, please revise the page number as necessary. TEA will make note of this discrepancy.

II. All other provisions of the solicitation remain the same.
