The project involves relocating essential MEP equipment from the first floors of both buildings to higher elevations of at least 20 feet above mean sea level. The RFP provides details on the project scope, schedule, submission requirements, and evaluation criteria. A pre-proposal conference and site visit are scheduled for October 10, 2023, and proposals are due by October 26, 2023, with the HUB Subcontracting Plan due by October 27, 2023. UTMB intends to award the contract in early December 2023.

The RFP specifies that the work will be awarded as a lump-sum contract to the respondent offering the "best value" to UTMB based on the published evaluation criteria, which include cost, company qualifications, key personnel, subcontractors, safety program, and quality control. UTMB requires a HUB (Historically Underutilized Business) Subcontracting Plan as part of the proposal, and the project has Section 3 requirements related to directing economic opportunities to low- and very low-income persons. Pricing and delivery information must be submitted on the provided form, and respondents must acknowledge various state laws, regulations, and UTMB policies throughout their proposals.
