About this file

This document is a Pre-Solicitation Presentation for a Request for Proposal (RFP) from the University of North Texas (UNT) System for Construction Manager at Risk (CMAR) services for a new residence hall project on the main UNT campus. The project will be constructed in multiple phases, with an initial phase of approximately 600 beds and a potential second phase of 400 beds. The scope of services includes pre-construction and CMAR services, with substantial completion anticipated by March 2026. Responses are due on November 2, 2023, with a public opening the same day. A sample contract is provided, and no changes to the contract will be accepted.

The key evaluation criteria include the respondent's proposed fees, ability to obtain bond, experience and capability in pre-construction and construction management services, project execution plan, cost estimating and control, scheduling, quality control, and safety record. The UNT System strongly supports the State of Texas Historically Underutilized Business (HUB) utilization goals, and the HUB subcontracting policies and approach are a specific evaluation criterion. Assistance is available from the UNT System HUB Coordinators.
