About this file
This document is an addendum issued by the Texas Department of Agriculture (TDA) for the solicitation of Commercial Warehouse and Food Distribution Services (Solicitation Number: 551-0000149). The addendum provides responses to vendor questions related to the Scope of Work, delivery requirements, billing, and other administrative details. It also includes the addition of two new attachments - one with delivery stop addresses and another with case county data by storage type.
The solicitation seeks experienced warehouse and/or distribution contractors to store and deliver United States Department of Agriculture (USDA) food to contracted entities in Texas, which include school districts and similar entities. The contract term start date is June 1, 2024, allowing for transition from current to new providers. Vendors must bid on entire regions as outlined in the solicitation, and bids for partial regions will not be considered responsive. The solicitation does not provide an estimated load value/liability limit, but details regarding losses can be found in the scope of work and FNS 709-5. Drivers will need background checks and standard motor insurance for commercial vehicles.

Section 1: Response to Vendor Questions
1. Administrative Information: Section 2, Para. 3 Question: Are there specific metrics for the HUB/HSP requirement?
Answer: The HSP does not use metrics of any kind other than ensuring that all of the steps required within its directives are completed; i.e. determining the use of sub-contractors or self performing (completing the work specified in the scope of work) with your own resources. Completion of the HUB Subcontracting Plan is pass or fail. If you have any questions on how to complete the HSP, please contact the HUB office by phone or email:
HUB@texasagriculture.gov 512-463-5936
2. Scope of Work: Section 1, Para. 5.2 Question: Is there any estimate/projection on the pallet count by region?
Answer: TDA does not have a projection or estimate for the number of pallets.
3. Scope of Work: Section 1, Para. 5.2 Question: Would we be billing TXDOA or the schools/school districts for storage/transportation costs?
Answer: Awarded vendors would be billing the school districts for storage/transportation costs.
4. Scope of Work: Section 1, Para. 5.2 Question: Is there already a delivery schedule in place for the schools or do I need to work with them to make one?
Answer: Distribution vendors would create the delivery route schedule. Additional information of addresses for sites provided.

Answer: Drivers will need background checks, which can be done through the standard hiring process with the vendor, and standard motor insurance for commercial vehicles.
6. Scope of Work: Section 1, Para. 5.2 Question: Is there an estimated load value/liability limit for the loads?
Answer: There is not an estimated load value/liability, but details regarding losses can be found within the scope of work and in the FNS 709-5. The Attachment section has more information regarding bond details for insurance.
7. General Question: We would like to request a list of all delivery locations with addresses and zip codes for all 8 regions.

9. General Question: Can we bid on deliveries just to the SPA coop ?--or do we have to bid the entire region 3 Answer: Vendors must bid on entire regions as outlined in the solicitation. Bid responses that only address a partial region will not be considered responsive.
10. General Question: There is not a start date for the contract. We are the current provider which I believe the current contract goes through the end of this school year, which would be in May of 2024. Why is there not a firm start date?

Section 7.1, Initial Contract Term, shows two start dates to allow for transition from current to new providers, where applicable.
11. General Question: Can you point me exactly where the guide for completing the bid that you showed in your power point is located online?
