About this file

This document is an addendum to a Request for Proposals (RFP) issued by Texas Woman's University (TWU) for the East Campus Infrastructure project. The project scope includes installation of new storm sewer piping, rehabilitation of an existing drainage ditch, installation of new box culverts, sidewalks, lighting, and security poles, removal and relocation of existing fiber optics and copper cabling, and installation of a new electrical duct bank. The RFP response is due on Friday, September 29, 2023 at 2:00 PM. Respondents may request a pre-bid site visit through the Purchasing Director. The project will be located within Denton County and the City of Denton, Texas.

The addendum provides answers to various questions received from bidders, including allowances for IT relocation and electrical ductbank installation, clarification on resume requirements, and submission instructions. RFQ‐731‐24‐001‐CJ ‐ East Campus Infrastructure ‐ Questions from Bidders

RFQ-731-24-001-CJ - East Campus Infrastructure

Questions from Bidders

1: Please confirm it is acceptable to price both the IT Relocation and Electrical Ductbank installation as an allowance. Pricing will then be reconciled upon completion of design.

ANSWER: This is acceptable.

2: Please provide the location of the “end point at parliament village” referenced in note (4) of the IT

Relocation Narrative.

ANSWER: The end point is located at the Southeast corner of PIONEER HALL, not Parliament

Village. This will be amended in the IT Narrative.

3: If a respondent has no warranty issues after substantial completion to date on projects submitted in

Sections 3.3 or 3.4, may this requirement be excluded from the proposal?

ANSWER: Please complete all of the requirements requested in the RFP.

4: Please confirm that the letter of bonding capacity, resumes, warranty reference letters (if submitting), bid security, and critical path method schedule are not included in the 30‐page page limit.

ANSWER: These items will not be included in the 30 page limit.

5: Please clarify that a resume for positions such as Carpenter Foreman are optional if not applicable to the respondent’s team.

ANSWER: Resumes for non‐applicable positions are not required.

6: Contractors often do not receive subcontractor bids until the proposal bid due date, which makes it difficult to include resumes of subcontractors intended to be used for the awarded project. Would the University consider allowing subcontractor resumes to be a post‐award submission, understanding that all intended subcontractors are subject to acceptance by the University?

ANSWER: Include resumes of subcontractors as required in the RFP.

7: Will the University consider electronic submission for this proposal to allow respondents the opportunity to achieve best value for subcontractor bids? If so, what is the maximum file size allotted (if emailed)?

ANSWER: Please submit the items required per the RFP.

8: If electronic submission is unavailable, will the University consider proposals assembled with loose leaf metal book rings rather than spiral or comb binding?

ANSWER: No metal ring binders are accepted.

9: Please provide the form for Respondent’s Pricing and Delivery Proposal.

ANSWER: This form has been included in the TWU Project Manual Front End document.

10: If no proposal form is provided for the final pricing, please confirm how the University wishes the price to be presented. (e.g., typed on its own separate page, in Excel, etc.)

ANSWER: This form has been included in the TWU Project Manual Front End document.

11: Section 1.5 requests three (3) identical copies of the Base Proposal, Alternate Proposals, and the

Qualifications and one (1) original and two (2) copies of the HUB Subcontracting Plan. For any documents requiring signature in the Base Proposal, Alternate Proposals, and Qualifications, will the

University accept one (1) original signature with two (2) copies? Or should these documents all have original signatures?

ANSWER: The University will accept one (1) original signature with two (2) copies.

12: Will the University accept electronic signatures on any documents requiring signing? Or should signed documents have a “wet” signature?

ANSWER: All signatures must be a wet signature.

13: Section 4.1.2.1 requests that the proposal should be submitted as three (3) separate documents.

Will the University accept submission in one (1) box as long as the three (3) separate documents are in their own individual envelopes?

ANSWER: Yes.

14: Please clarify how respondents should submit three (3) copies of the Base Bid and three (3) copies of the Alternate Bid. Would a respondent leave the alternate lines blank on the Base Bid Pricing and

Delivery Form and then submit copies of the form with base bid line left blank to submit the alternate bid, for a total of six (6) Pricing and Delivery Proposal forms?

ANSWER: Please refer to the Proposal Form provided.

15: Do respondents submit a copy of the Execution of Offer Form with each of the copies of the Base and Alternate bids, making a total of six (6) copies of the Execution of Offer?

ANSWER: The University only requires one (1) signed Execution of Offer.

16: Please clarify if there should be anything submitted in the qualifications package under Criteria Nine, as the Pricing and Delivery Proposals are submitted under a separate cover.

ANSWER: Please submit the Proposal Form within the base proposal or separately.

17: May the University provide a Geotechnical Report for this project?

ANSWER: A geotechnical report is not available at this time.

18: May the University provide the CAD files, especially for the Earthwork drawings?

ANSWER: CAD files will be available upon award.

19: Does the University anticipate that the awarded contractor will complete work all at once or break the project into phases? If phased, please clarify the work sequence. Is a phasing plan already established? Or should respondents provide a phasing plan upon submission of the proposal?

ANSWER: The project may be phased ‐ priority should be placed on all utility work adjacent the

Health Sciences Center project site. Respondents may provide a phasing plan.

20: Please provide more detail about the proposed pedestrian bridge and temporary pathway on the

Alternate Exhibit. Are respondents to price the bridge in the scope? May the University provide specifications on the temporary pathway?

ANSWER: Span is approximately 50' of pre‐manufactured bridge with railings. Width is 8'‐0".

Structural concrete abutments on either side of the creek.

21: May respondents visit the site as there is no official pre‐bid meeting/site walkthrough? If so, who should respondents register with to schedule a visit?

ANSWER: A pre‐bid site visit is available upon request. Please make all requests through Chelle

Jezek SJezek@twu.edu

22: Are there any specification books available for the storm, paving, and grading? Or are the provided drawings considered the specifications?

ANSWER: All available specifications are located on sheets.

23: Please provide patch back details for the areas being open cut. Is the University expecting the sod patch back to match the existing?

ANSWER: All patch back shall be St. Augustine sod. Please provide temporary above ground irrigation until sod is established.

24: Will liquidated damages be assessed for this project? If so, what amount per calendar day?

ANSWER: Yes. Liquidated Damages are contingent upon the final contract amount. Refer to the

TWU Project Manual Front End document for more information.

25: On page 9 of the RFP it states "Bonding requirements are set forth in Article 17 of the Agreement and Article V of the Uniform General and Supplementary Conditions". However these documents were not included in the RFP. Please provide these documents or a link where they can be found on the owner's website.

ANSWER: These documents have been included in the TWU Project Manual Front End document.
