About this file
This document is an addendum to a Request for Proposals (RFP) issued by the University of Houston (UH) for professional reader services to provide accurate enunciation and pronunciation of graduates' names during commencement ceremonies. The RFP, designated as RFP730-23095 Commencement Reader, requires respondents to submit a voice sample recording of less than one minute in any standard format such as MP3. Respondents are encouraged to propose contractual arrangements that offer maximum benefit to UH in terms of services, overall cost, and project management expertise. The RFP covers multiple jurisdictions, including Harris County and the city of Houston.
The addendum provides clarification on several questions raised by prospective respondents. It confirms that the only mandatory forms are Exhibits A and B, and that the technology requirements form may be completed at the contract formation stage if required, but failure to submit it with the proposal will not disqualify the bid. The addendum also addresses insurance requirements, stating that the standard insurance levels in Section 7 may be discussed and modified at the contract formation stage with the awarded vendor.

RFP730-23095 Commencement Reader All Questions and Answers
1. Question: Need to complete the HUB subcontractor agreement even though I am a sole practitioner, responsible for delivery of all services?
Answer: The HUB subcontracting form must be completed but one of the options in there is to explain that you are a sole practitioner (self-performance justification). I suggest that you reach out to the HUB Department at least 1 week before the submission deadline so that they can confirm that your form is compliant and will not disqualify your bid – hubdocs@uh.edu or call
(713) 743-7643.
2. Question: The only form submittal requirements are Exhibit A and B?
Answer: Correct, Exhibit A and B are the only mandatory forms.
3. Question: There was a note in the instructions that technology requirement form needed to be completed?
Answer: The IT requirements in section 4.6 may or may not be required at contract formation, if so, they may also be completed at that time. Failure to submit with your proposal will not disqualify your bid and will not be used to score your bid.
4. Question: Is there a time requirement for the voice sample?
Answer: Under one minute.
5. Question: What format should the voice sample be saved as?
Answer: Any standard format such as mp3.
6. Question: Is less than the $5,000,000 for Professional Liability Insurance acceptable?
Answer: Items in Section 7 are the standard insurance requirements. They may be discussed/ modified at contract formation with the awarded vendor.
