About this file

This document is an Addendum 1 to a Request for Qualifications (RFQ) issued by the Texas Health and Human Services Commission (HHSC) on behalf of the Department of Family and Protective Services (DFPS) Adult Protective Services (APS) for Forensic Accounting Services (FAS). The purpose is to provide APS staff with FAS, including investigation of allegations, reports, and evidence to determine the existence and extent of financial exploitation on APS clients. The RFQ outlines the schedule of events, procurement access, submission requirements, proposal screening and evaluation, and HUB subcontracting plan training. Key dates include the pre-proposal conference on August 18, 2023, the deadline for submitting questions on August 21, 2023, the deadline for courtesy HSP review on August 30, 2023, and the deadline for submission of responses on September 13, 2023. The anticipated contract start date is December 2023.

The RFQ does not provide any specific details on pricing terms, set asides, incumbents, funding requirements, or sources. It notes that HHSC makes no guarantee of volume, usage, or total compensation to be paid to any respondent, and the awarded contract is subject to appropriations and the continuing availability of funds. HHSC reserves the right to cancel, make a partial award, or decline to award a contract at its sole discretion.
