SUMMARY
PART 1 - GENERAL
1.1 PROJECT IDENTIFICATION
TEXAS DEPARTMENT OF TRANSPORTATION
EL PASO DISTRICT 24, CULBERSON COUNTY
VAN HORN MAINTENANCE FACILITY
2101 Van Horn Dr Van Horn, TX 79855
1.2 CONTRACT DESCRIPTION
Project consists of alterations and improvements to an existing 4,112 sf one-story volume on a semi-rectangular concrete slab on grade. This volume shares a common wall with an adjoining building but is otherwise freestanding. A 2004-era double pitched metal roof on light gauge framing was retrofitted over the original 1965-era flat roof section of long-spanning roof deck, fiberboard insulation and built-up roofing. This assembly remains in place beneath. The roof is cantilevered over the walls on all sides, creating deep eaves and porch areas.
The deeply fluted roof deck is supported on steel angles at the perimeter walls and by parallel rows of 8” deep steel beams on tube steel cols concealed within the walls at the interior, and at the west porch.
Exterior walls are single wythe CMU. The north, west, and south sides are enclosed with 8 x 8 x 8” units, while the south side is enclosed with 8 x 8 x 16” units. Exterior fixed windows are single pane tinted glazing in aluminum frames. Exterior doors and frames are flush and louvered hollow metal.
Entry doors are glazed aluminum type in storefront framing.
Interior walls are cement plaster on metal truss studs. Interior doors are primarily solid core wood in hollow metal frames, with hollow metal doors at utility spaces.
Ceilings are primarily suspended acoustic type, with areas of cement plaster soffit and bulkheads.
The owner performed Hazardous Materials surveys in 1994 and in 2022. The 1994 survey identified Asbestos Containing Material (ACM) in the floor tile mastic, the flashing sealant used at three penetrations of the original roof, and an instance of lavatory insulation. The 2022 survey did not identify any ACM in the areas it sampled. The ACM tile and pipe sealant will require certified abatement prior to commencement of interior construction activities.
The architectural work of the project consists of
Exterior Alterations:
1. The exterior masonry walls and fixed window assemblies will remain in place, excepting at proposed MDF Room 114 where the window will be removed, and its opening filled with CMU.
2. The main entry door and glazed storefront assembly at Entry 101 will remain in place.
Support Services Division 01 10 00 – 2
3. Exterior hollow metal doors from Corridor 111 and Mechanical 113 to the east side porch will be replaced and reset to meet accessibility requirements. Exterior HM doors to Mechanical 115 and Wellness 118 will be replaced at new locations.
Shrubbery adjacent to Wellness 118 will be cut back to allow a concrete walk between the new door and the existing pavement.
4. New storefront glazing and aluminum glazed exterior door will be added to the south side from proposed Break Room 104. Assembly will meet IECC 2018 prescriptive requirements.
5. Wall mounted objects (downspouts and conduits) will be refabricated where in conflict with a new opening.
6. New exterior Covered Porch to be located to south of new Break Room 104.
Approximately 360 sf of masonry pavers on stabilized base with a new detached 16’x18’ pre-engineered metal canopy structure and columns on engineered footings. Layout to accommodate the existing septic tank and an abandoned sand trap that are located underground in this area.
Interior Alterations:
1. Selective demolition to remove all interior walls, ceilings, and bulkheads throughout the building. Site investigation confirmed that the existing interior walls are not load-bearing, and the roof (and false roof above) is supported by steel deck on steel beams and columns concealed within the wall framing.
2. All interior plumbing fixtures, piping, and appurtenances are to be demolished. The gas-fired water heater is to be demolished with supply piping terminated. New sanitary line routing will require excavation through slab and grade beams and restoration of concrete.
3. Selective demolition of mechanical air handler units with termination of associated gas piping. All ductwork to be demolished.
4. All interior raceways, wiring, and devices to be demolished back to existing electrical panels. All interior lighting to be demolished
5. All interior cabling and devices to be demolished back to existing rack location in Mechanical 113. Existing equipment to remain operational and protected from dust.
Mechanical Alteration
1. Both AC-1 and AC-2 split units will be removed since the new training room requires a high percentage of outdoor air. AC-1 and AC-2 units can handle outdoor air amount of approximately 20%. In addition, utilizing only one thermostat for multiple thermal zones creates thermally uncomfortable spaces. The associated ductwork will be removed.
2. Both AC-3 and AC-4 split units will be removed since the service area is reduced.
In addition, utilizing only one thermostat for multiple thermal zones creates thermally uncomfortable spaces. The associated ductwork will be removed.
3. The existing bathroom exhaust fans will be removed.
4. The existing gas-fire unit heater will be removed.
5. Proposed Mechanical Systems
6. A split unit with a gas furnace will be provided for the Training room in the mechanical room adjacent to the Training room. The split-system consists of a supply air fan section sized for approximately 1,400 CFM, a gas furnace, a direct expansion compressor / condensing section sized for 4 tons of cooling.
7. A split unit with a gas furnace will be provided to serve the Open office and Wellness room in the mechanical room adjacent to the Training room. The split-
Support Services Division 01 10 00 – 3 system consists of a supply air fan section sized for approximately 1,000 CFM, a gas furnace, a direct expansion compressor / condensing section sized for 2 tons of cooling.
8. Two split units with gas furnaces will be provided in the mechanical room adjacent to the bathroom. One split unit will serve the Offices along the west exterior wall and Entry / Reception and another split unit will serve the Parent / Nursing and Break rooms. Each split-system unit consists of a supply air fan section sized for approximately 1,000 CFM, a gas furnace, a direct expansion compressor / condensing section sized for approximately 2 tons of cooling.
9. Two (2) inches thick MERV 13 filters will be provided for each gas furnace unit.
10. The mechanical room with MDF equipment will be conditioned by two ductless split units, and each unit will be sized at 100% cooling load for redundancy. MDF room will be positively pressurized by one of the split units.
11. A programmable thermostat will control each air handling unit.
12. An in-line exhaust fan will be provided to ventilate the Bathroom, Locker room and
Janitor Closet, and each fan will be interlocked with the gas furnace fan.
