About this file
This document is an Addendum to a Request for Proposals (RFP) issued by the Texas Workforce Commission (TWC) for Training for Vocational Rehabilitation Customers at Private Entities, RFP No. 3202300146. The RFP seeks to establish contracts with qualified private institutions and universities to provide employment-related training and services to TWC Vocational Rehabilitation (VR) customers. The addendum provides responses to questions submitted by potential respondents regarding requirements such as equipment/internet needs for customers, job placement services, historical compensation ranges, and background checks.
The RFP covers the state of Texas, with specific jurisdictions including Smith County, Travis County, and the city of Austin. The contract term is not specified. The addendum clarifies that TWC-VR staff will refer VR customers to the selected training and education services, and payment will be made as services are provided, rather than upfront. Respondents are required to submit proposals in PDF format.

Question
Answer
1
Minimum Requirements for Proposal Plan for Each Service
16
All students in our training program will require a functioning computer with basic office software, an internet connection and headset. While most applicants will have what is needed, for VR consumers who do not possess the required equipment/internet connection we will charge the agency for the equipment, software, shipping, Internet connectivity and tech support needed to prepare the consumer to participate in the class. Where do we list this fee? How much detail about the make-up of the fee is required? Any examples you have from other vendors charging for this type of equipment/set up would be helpful.
If the VR customer does not have access to a functioning computer with basic office software, internet connection, and headset required to engage in training, TWC-VR would provide these for the customer to participate in training.
2
Minimum Requirements for Proposal Plan for Each Service
7
We plan on adding job placement and on-the-job support to our fee schedule. Should we attach a brief write-up of our job placement services? Should we simply list Job Placement - Benchmark A (5 Days), Job Placement – Benchmark B (45 days), and Job Placement – C (90 days)? Please advise on what would be optimal and provide examples if you have them.
Respondents may include information regarding their training or education program(s), in addition to what is described on the Proposal Form, as an attachment to the Proposal Form.

B. 8. Historical Compensation
7
It is written: “Historical compensation under Contracts for similar goods or services and similar scope to this Solicitation have been between approximately $40,000.00 and $490,000.00 per fiscal year.” Because we are able to serve large numbers and plan to offer virtual services statewide, our proposal will be for significantly more than this range. We understand that we can only bill against the contract/counselor purchase authorizations as services are provided. But is there any penalty associated with proposing an amount significantly above this range?
No
4
Attachment 1 Terms and Conditions 15. Background checks
52
What are the requirements for background checks? Our organization requires all employees who deal with consumers to pass Social Security Administration background checks. Will these suffice or does TWC require their own background check process of vendor employees?
Refer to Section 15 in the Terms and Conditions discussing background check requirements. Additional information is provided in Section 3.2.18 of the VR Standards for Providers Manual as referenced in Section 15 of the Terms and Conditions.

Proposal Form
33
Past performance: What if one has never had a contract before and can show no past performance. Will this automatically disqualify the prime from bidding?
No
6
Random Question
I am already in TWC system on the VR side. I currently train people who have disabilities virtually distance education only. Will this disqualify me if I’ve never trained anyone who was Blind or deaf?
Proposals submitted in response to this RFP will be evaluated based on the requirements of the RFP to determine which proposals might be susceptible to being awarded a contract.
TWC is unable to make responsiveness determinations prior to receipt of proposals; however, not every employment-related education or training service procured under this RFP is in service of blind, visually impaired, or deafblind customers. TWC envisions awarding multiple contracts under this RFP.
7
Random Question
Will I be given clients by TWC or will I have to find my own clients?
Per the Statement of Work: TWC-VR staff will refer VR customers to these training and education services based on the customer’s employment goal as described in their Individualized Plan for Employment.
8
Random Question
Will TWC pay for a certain amount of spots up front.
See G. Statement of Work, 10. For information regarding how payment will be made for the training or education program(s).
9
B.6.i. Required Submission Format
6
For the submission format it was left blank should I submit pdf, jpg, word?
Please submit your response in PDF format via email.
We will be issuing an addendum to the RFP to add this information.
